The AMA has I~ed that a proposal to require motorcyclists to carry mandatory health _insura nce i n Maryland may be introduced in the General Assembly this legi slat ive session. Recen tly, the State Department of Health and Menta l Hygiene (DHM H) asked Governor Donald Schaefer to endorse a bill that would make so-called "catastrophic health insurance" comp ulsory for all Maryland motorcycles . DH MH officials claim that the proposed legislation will save the state $3.9 milli on in unreimbursed medica l assistance funds since the costs for caring for motorcycle accident victims would .be pai d by the insurers, not the state. However, the state does not have an accurate estimate of the cost of such in surance for motorcyclists since no company curre ntl y offers th is type of coverage. Regarding the proposed legislation, AMA Legi slat ive Affairs Specia list J im Bensberg said. "This legislation is ill-conceived. unnecessary and discriminatory. Not only would this proposal dramatically increase the costs of ins uring a motorcycle in Mary~ land. it would set a dangerous precedent for other states to follow. For these reasons. the AMA will lobby against\the proposal on behalf of motorcycles in Maryland and riders across the country.
