This popular riding area near Victorville in Southern California has several private property inholdings, technica lly making it ill egal to ride in some areas surrounding EI Mirage Dry Lake without th e landowners' permission. The co m mission gra nted .$ I. 75 million for land acq ui sition alone, meaning it's well on its way to becoming a significa nt project. Although the primary rea son of the two-day meeting was to distribute funds , the focus quickly shifted on the second da y to controversial treatment of off-road users a t Pismo Dunes State Park. Sev eral Off-Highway Vehicle (OHV) user-group representatives complained of poor treatment; citing that the park management is spending OHV Green Sticker funds for lake tours, nature walks and other environmental interpretation programs. Brian Peters, an off-road activist, reported tha t a horse trail had been built through an endangered wild strawberry patch, willow forest and fragile marsh lands , apparently with full knowledge of th e park staff. It was further reported that in an attempt to cut the number of park users; the rangers were counting every vehicle that came through the gate rather than every "camping unit" as the permit allows, . State Parks Director Henry Agonia defended the procedure, saying, "There are tw o wa ys to count. There's the 'camping unit onl y' way a n d th e wa y o ur m ana g em ent chooses to co unt ,', Ou r man agem ent is saying th ey are cou nting th eir way to mi nimize dama ge to the resources." OHV Commi ssi on Chai rm an J ohn Motley, upon hearing th a t people had been turned away o n the 4th of July weekend, sa id, " I ha ve been told for years that th e California Coasta l Commission was the bad g uy. Finally I find o u t by accide nt that our park visitor numbers are being artifici all y reduced by our own staff." . A measure was then unanim ously p assed to implem ent the proper counting procedure, as interpreted by the Coa st al Commission, by September I. There were al so further co mplaints of off-road groups being denied access to areas in order to clean up trash and help with safety education, as well as being ticketed and harassed for minor infractions. "T here is a tremendous doublesta ndard at Pismo," stated Brian Peters, a frequent user of th e park. " In th e name of non-OHV groups you can do as you damn well please," he said in reference to the newly-cut horse trail. "Wher ea s the OHV people are tightly controlled and if you step out of line yo u are squashed. " The whole meetin~ ' was being piped through th e Capitol building, and at th is point Commissioner Gene Chappie sp oke out, visibly upset. " We need to get to the bottom of these complaints and if th ey are true then by God, someo ne's going to hang! We're spending user fees and th ese accusations have been leveled continuall y and nothing has happened. I don 't know where the fault lies, but we better get with the program because th is is o nly going to get,worse before it gets better."
