Hansen formall y unveil ed h er co m p re he ns ive m otorcycl e sa fety measure, Assembly Bill 55, at a press co n fere nce w ith sa fety o ff icia ls, physicians, and celebri ties (includin g co median J ay Len o, ac tor Fred Dyer and sin ger Dwight Yoakam ) attending in support of her legi slation. " We're trying not only to save lives with AB55, but also to avoid the acci dents a nd inj uries fro m occu rring in the first pl ace," said Hansen . This legislation provides for manda tory helm et use for individual s under 21. The bill also requires completion of California 's Motorcycle Saf et y Tra inin g P ro g r am (MSTP) for all moto rcycle dr ivers under th e age of 21. St ati st ics fro m the Ca l ifornia H ighway Patrol (CH P) dem on str ate that th e great est number of motorcycle accid ents occur in th e under 21 age group. In 1987. th ere were 7625 motorcycle accidents involving motorcycle rid ers under th e age of 21 in California. That figure represents 28%of all motorcycle acciden ts in Californ ia. In 1987, 66% of fat al motorcycle acci de n ts in California invo lved rider s who wer e 'u n tr a in ed o r imprope rl y licensed. H ansen 's mea sure answers th ese statistics with th e MTSP requirement a nd in creasin g th e number of existing mo torcycle licen sing ca tego ries. CHP Commissioner M.J. Hannigan said. " Witho u t th is legisl ation, th e program (MT SP) would have been phased o u t in 1991. and we would be losing an award-winni ng safety training effort wh ich during its first six months of opera tion in 1987 contributed to a 12.9% drop in motorcycle fa talities. This bill will have a positive im pa ct o n the group most likely to be involved in motorcycle accident s. and we (CH P) sup port it." AB55 also contains provision s for in creasing penalties for driving a motorcycle without th e pro per cla ssification of d rivers ' licen se. and allowing a court of law to impound the motorcycle of anyon e dr iving without th e required licen se. "T he bill responds to a major motorcycle safety problem by making it a mi sdemeanor. with a max ium um fin e a nd/or six months in jail, to opera te a mo torcycle without .a proper licen se." said H annigan. " AB55 is a n alternative to Assembl ym an Dic k Fl o yd 's mandatory motorcycle helmet bill AB36." said Hansen. " H owever, AB55 is a realistic and po sitive approach to motorcycle safety and is a step in th e righ t direction in protecting and ed uca ting you ng mo tor cycle rid ers to be safe riders for tom orrow ." CREDENTIALS: Each Rider will receive a Rider's and a Mechanic's Wrist Band in the ir Rider Packet Do not lose the Wrist Bands as there is a $1 5.00 Charge per Wrist Band for replacements. Wrist Bands must be \/\10m at all t imes and are good only for the Amateur Event When not Racing. the Wrist Band will get you in to watch t he Racing on Saturday morning. These amateur races will move some riders into the. pro-heats where they will be guaranteed a port ion of the pro-payoffs. Amateurs practice and heats will be the first events before any pro-practice. Alter the pro-practice and opening ceremonie s the 2 50 cc amateur final will be the first event of the evening in front of the big Supercross crowd . Ten amateur Supercross troph ies w ill be awarded, The amateur Supercross riders will then be moved into the pro-Supercros s heats by their finish on the amateur final. All amateur riders who ride in the pro-heats will be paid a minimum of $47.00 plus a years paid AMA membership and one years paid ProAm license. , The AMA membership can be used at any AMA amateur or pro race including the AMA amateur national championships at Lorett a Lynn's, Having an AMA Pro-Am license does not restrict you tothe Pro-Am class of AMA amateur racing; however. it can be used at any AMASupercross or outdoor AMA national throughout the United States including San Antonio on June 5th.
