While in th e middle o f o ne o f the better races a nd good times o f m y somew hat min or racing career, I hit a rock in a sa ndwash near Anderson Dry Lake a nd was injured. This wa s the first tjrne that I'v e ever been ou t and needin g some help, a nd I was a ma zed by th e n umber o f racers th at took time to stop a nd check o n me a nd offer assistance. I'm o u t o f th e hospital , now, a nd back to work, a nd I still can ' t get over th e care and concer n sho wn by a ll o f you o ut th ere that day. BARRY AKINS VI3X Ri verside, CA Sand blasted H as th ere been any ac tivi ty in the political area regarding legi slation which would require trucks carrying sand, gravel, etc. to be covered? The reason I ask is beca use just last week on th e freeway, I ran in to two different situa tio ns wh ere there was a truck ahead of me hauling sand or gravel. The loads weren 't covered , and I had to travel in a shower of sand for a distance. I wonder how many scratches on m y bike a n d hel met there are because of it ? I've also had to end u re this wh ile driving in m y car. . I have nothing agains t truckers, but it seems lik e th ere's a lack of co m mon sense involved her e. If you 've got a full load of sand, gravel, etc. (wha tever common sense tell s yo u will fly o u t) and you're trav eling 60 mph down th e freewa y, doesn ' t it make sense to assu me that th e stu ff is going to fly out and subm it th ose following to a hailstorm? I'd lik e to know what I can do to "urge" our " p o li tici a n s" to do something abo ut this. KEVIN M. Th e bill has recently passed the Sen ate T ransp ortation Committee. Forestry Service, but it is m y ho pe that th e p roblem s will be worked o u t and this even t wi ll grow even mor e in th e fu ture. We had well over 100 people participating in th e even t, and I th in k everyone had a great ti me. This ki nd of volu nteer work is th e future of off -roadi ng. Dear Ala n: In o u r Ap ri l 13 letter to Energy Co m m ittee Chairman Ben nett J ohnsto n , we expressed th e desire for a mark-u p date in late June. That desi re was predicated on our ex pec - . ration tha t we wou ld ha ve received fro m th e desert interest groups by th e end o f May all th e maps o f th e 82 sepa ra te wilderness areas p roposed in S.7. T he fact is th a t by J ul y I we had received o nly half the maps required , tho ug h I bel ieve th at th e groups have a ttem pted in good faith to produce them as quickl y as they cou ld. Nonetheless, I p roposed in m y lett er o f June 30 (writte n immediately after our last meeting), even th ough we had not yet obtained all the necessary maps, that we keep o u r staffs a t th e tas k of " the same kind of carefu l, painstaking area -by-ar ea a na lysis th at produced o u r 1984 Wi lderness Act, a co mp ro mise of which we are both justly proud." Subsequently, you have responded by announcing that unless we could reach suc h a compromise by July 8, th e desert bill would be " dea d " for this year. . Alan, a week cou ld hardly produce " the sa me kind of careful, painstaking area -by-area analysis that produced our 1984 Wilderness Act," whe n th at effort dealing with only 58 p ropo sed Wilderness areas requ ired m onths of n egotiation, whe reas th e much more ambitious S.7 proposes 82 areas for wi lderness. A J u ly 8 "drop d ead" d a te is obviously u nrea listic, and I am q uite frankly d i sa p p o in ted b y yo u r a n no u ncemen t. But, so be it. I will concede that the Energy Committee' s response to our requests has been at best va~e a nd a t worst stra ngely di scouraging in tone. Mor e im porta nt, I will al so concede th at even had we persevered as I su ggested in m y letter of June 30, we m ight not have been able to reach an a~eemen t in th e months that rernam in th e looth Congress. Also some peop le interes ted in th e issues addressed by S.7 seem to be laboring under the misapprehension that they need n o t demonstrate flexibility becau se, th ey h av e mistaken l y assu me d , I will mak e co ncessions that I wo u ld not othe rw ise mak e because it is an election year. Cyni cs se e m to learn slow ly a n d o n ly through disap pointing expe rience. You may reca ll m y observing to you earlier this year m y regret th at such elect ion yea r misca lcul a tions could o prejudice progress on a good and reasonable desert bill. So th ough I regr et you r decision, pe rhaps it is better th a t we defer com p letion o f the a na lysis to a ne w year when we will have the time to do justice to th is im portan t wo rk, and when the rea l issu es will no t be clo u de d b y s uch el ectio n yea r miscalcula tions. But anticipating th e resum p tion o f this effort in th e IOlst Co ngress, let me o nce more address m y ch ief co ncern abo u t and criticism o f S.7. As I wro te yo u in m y letter o f June 30: " S.7 proposes to save th e desert from the people o f Ca lifo rnia. I propose to sa ve th e desert for the people o f Ca lifornia." I do not bel ieve th e only wa y to protect the desert environ men t is by lockin g out the people. I say again: " We mu st find a way to reco nci l the need to p rotect the desert wi th the need to provide access to the hundre ds of tho usa nds o f Ca lifornia ns who require access to the desert so th at th ey may enjoy cam ping, rock' co llecti ng', a n d o th er leg i tima te recrea tio n." " Are the elderly, the di sab led , and very you ng ch ildren to be denied th is access and this enjoyme nt? Are the pleasures of the desert to be reserved on ly to th e a ble-bod ied?" I ca n not su bscr ibe to su ch an excl usio nary sch eme and fra n kly, whether or not that was the in tention o f those who d ra ft ed S. 7, i t is unfortunatel y th e result. P rot ecti on o f the desert environment a nd enjoyment of deser t recreati on a re n ot mutu all y excl us ive goals. At yo u r request, I have again looked a t your effort to accommodate m y concerns abo ut access by prop. osing to "cherrystern" the 82 wilderness ar eas which S.7 proposes. Bu t th e 192 bounda ry adjustm ents yo u would make to allow roads to pe netrate short distances into eac h wi lderness areas falls far sho rt both li terally and figuratively. In an area which is larger than th e sta te of Mayland, you are in effect proposing to provide access by about 300 miles of th ese abbreviated ch errysterns as a painfully inadequate substitu te for the lo ss of between 7500 and 10,000 mil es of " ways" (existing routes of travel in th e desert) which presently tr av erse the proposed wilderness areas and which would be closed by S.7. Alan, we owe it to the people of California to do th e job right. It is more important to do it carefully a nd well than to rush to a hasty judgment in an electi on year which would result in permanently de n ying millions of southern Californians acces s to legitimate desert recrea tion .
