The even ing before the commission meeting, th e commission held its grant review meeting for government agencies in the central and southern areas of the state that use O H V registration (green sticker) funds to help pay for off-road riding areas. The BLM presented a slide show o utlining where their green sticker funds are being spent. Representatives from many Forest Service districts were not as well prepared, however, and that prompted dissatisfaction from some OHV users in the audience. " " Why did you spend several hu ndred thousand do llars on a paved road to Rowher Flats and then reduce the play area (ro m 600 acres to 30 acres," Counts asked officials from Angeles National Forest. "In essence (you have) an expensive road that goes nowhere." Several times the grants meeting erupted in arguments over forest policy. In the end it was evident that some forest districts, like Mt. Pi nos and San Bernardino, will contin ue to receive green stic ker funds beca use they are coo perative with the state and have outstanding po tential for off-road use. O th er Iorest districts th at aren' t as cooperative, however, m ay lose their chance of recei ving gree n sticker funds to develop OHV proj ects.
