Agonia, California's ten tative director of parks and recreation, opposes 57, according to a letter Agonia recently sent to California Senator David R. Roberti (D-Hollywood), chairman of the Senate Rules Committee. The R u les Committee held hearings February ~ to determine if Agonia 's appointment as h ead of the state Parks Dep a rtm en t should become permanent, but a confirmation vote was tab led until May 23 when state Senator Henry Mello (0Monterey) expressed m isgivings with the appointee and asked for a delay. Agonia's stand against S7, U.S. Senator Ala n Cranston's (0" · Ca lifornia) California Desert Pro tection Act, was taken j u s t be fore confirmation hearings began to offset a llegations from th e Ca lifornia Off- Road Vehicle Association (CORVA) that Agonia supports S7. In the letter to Roberti, written to respond to several charges brought by off-road vehicle user groups, Agonia said, " I do not SUppOTl Senator Cranston 's S7 .. : 'w h ich would close approximately 10,000 to 15,000 acres of dirt roads and designated vehicle trails that are currently used by four-wheel drive vehicles. The Bureau of Land Management has estim a ted that approximately 'th ree million visitor-use days of offhighway vehicle recreation would be displaced. " Instead ," Agonia said, " I support BLM's California Desert Plan process, which stands as a model for multiple use p lanning and provides a role for public involvement and would not result in the displacement of OHV users." Agonia's confirmation vote was postponed whe n Senate Majority Wh ip Mello asked for time to speak with A$oina on several i ssu es, accorOing to L a rr y Sheingo d , spo man. for Mello's office. "1ili e senator is concerned tllat AgQlUa isn ' t paying enough a ttention to park problems in Mello's district," said Sheingold , "Mello also is unhappy with the way Agonia has treated the off-road vehicle folks," Sheingold said. "Ariza-Borrego was one of the problems - banning non-street vehicles from the park. The senator thought that's what the park was for. " Both CORVA and the AMA lambasted Agonia for banning off-road vehicles from Anza -Borrego State Park shortly after he took office early in 1987. The AMA said Agonia, "refused to nego tiate or even discuss his postiion on the Anza -Borrego closing with interested user groups." "With regard to O H V use in AnzaBorrego Deser t State P a r k , offhighway vehicle use has no t been banned from the park," Agonia said. " Rather, it has been restricted. Streetlicensed vehicles, such as four-wheel dr ive jeeps and trucks, dune, buggies an d motorcycles, are permitted to operate on the desigriated routes of travel wi thin the park. "Green-sticker registered offhighway vehicles (all-terrain vehicles, dune buggies a nd motorcycles) have been restricted from the unit and are allowed access by permit during organized special events, " said Agonia. .• . • White power!
