T he call was placed in the midd le of a press conference Laguna Seca was hosting to show off th e facility 's lengthened road race track. Th e press co nfe rence wa s attended by the likes of thr ee-time r~orld Champ ion Kenn y Roberts, a rider w ho has don e his share of 'dirt bik e riding, and some of the aforementio ned riders. A II of th e above mencioned riders, and most other wo rld class road racers, have spen t many hours during th e off season ridin g dirt bikes. La Verne, CA 91570 Illinois ATV Safety Act I a m writing to inform all ATV a nd o ff-h igh way users in Illinois o f a n Illinois House Bill (H B0612) that has been sign ed into law. The author of th e bill is Representative Gordon Ropp. Governor James Thompson signed it into law on Au gust 19, 1987: The bill goes into effect October I 1988. It is to be known as th e All : T errain Vehicle Safety Act. H ere are some o f th e hi ghlights o f th ~ bill: It ca lls for every ATV and o ff-hi g h way motor cycle to be registered with the Department of Conserva tio n. Ea ch cert ifica tio n wi ll be good for one yea r a t a co st of $15 per year. One-third o f th e money co llected will go for law en forcem ent a nd adm in istra tive costs. An other third will go to repair lands damaged by ATVs and mo torcycles. The last o ne -th ird will be mad e a va ila ble a s grants tt;! local ~o ve rn me nts or clubs to acq u ire, main tain, a nd reh abil itat e trails for public use. The bill sta tes that you can't operate your vehicle in a careless manner or recklessly. This means if you ride in a manner that could en da n ger yourself or another person you co u ld be ticketed. There is a m andatory helmet and eye protection requirement for riders when o pe ra tin g on public lands. No one under 10 yea rs of age may operate a n ATV or off-h ig h way motorcycle - no exce p tio ns. There are al so rest ri cti ons on ch ildren less than 16 years o f age. What ca n we do abo u t this bill? We don 't have to take this! The law can be amended before th e date it goes into effect. What you need to d.o is co n tac t yo ur sta te representative. I met J ean-Claude and his wif e Catherine in September of last year when th ey appeared at my doorstep wanting to participate in th e P ol ice Ol ympi c Motorcycle Roadracing World Championship. Alth ou ~h we on ly kn ew h im for a s h~ rt time, w.e m iss him terribl y. eit her my WIfe nor I a re handling th is p assing very well. I £lew to Paris, France, for his funeral and sti ll do not have a clear pi cture o f how he di ed. What I do kn ow is that he was a skilled rider . a good (police) o fficer, a member of th e Gendarmarie a nd a very loving, happy man. He leav es his wife Catherine (five months pregnant ) a nd a son, Gay lord. He had mission orders to win Paris-Dakar, so his death was in the line of .du ty. To m y understanding, Catherine and Gaylord (a n d the expected child) will be cared for. A class touch from a class place. I lack the vocabulary to describe how we ll cared for I was by the French Pol ice. They were the dictionary defin ition of hospitality and civi lity. Thanks to the California Superbike School for th eir generous floral contribution so I didn 't nave to go empty-handed. Thanks to Rick Williams, Po lice Olympic World Champion, for giving his 1986 Ra ce of Nations gold medal , th e fir st-ever Police O lympic medal awarded for m otorcycle road racing, to J ean-Claude 's son, Gaylord.
