"We have found that youngsters are being injured as passengers on the adult-sized models at a greater rate than on the small units. Removing the smaller machines from the market increases the danger to young riders." Alan- Isley, president of the SVIA, agrees. "The commission's vote to remove small ATVs from the market ignores reality," he said. "Children under 12 are going to be involved in ATV use. This (action) may encourage parents to ride double (with their children), or to put children on ATVs that are too large for them." Dawson did vote for a second motion - approved unanimously by the three-member panel - which incorporates mostof the recommendations suggested in the ATV Task Force report. The follow-up measure, which focuses on further study rather than immediate action, directed the CPSC staff to: • Continue engineering studies of ATV performance characterstics, including the investigation of the roles tires play in accidents, (specifically the effects of tire size, tread pattern and inflation pressures); • Send letters to all Governors, the U.S. Department of Interior and other federal agencies stressing the importance of alleged ATV -related safety hazards. • Make extensive useof the CPSC's Safety Alert program to inform consumers of alleged ATV-related safety hazards. • Actively share the commission's information on ATVs with states, including data on injuries and deaths, the unique handling characterists of ATVs, minimum age recommendations, the importance of wearing helmets and protective clothing, and the importance of not consuming alcohol, riding with a passenger or riding on paved roads; • Update the Safety Alert program to include information developed by the ATV Task Force which strongly encourages the use of helmets and other protective gear, emphasizes the need for training, and cautions against improper or inappropriate ATV-riding practices, such as the carrying of passengers, the use of alcohol or drugs, and the use of ATVs by children under 12; • Develop warning labels for ATVs that advise consumers of risks associated with ATVs and methods that can be u ed to minimize those risks; • Send a letter to the SVIA advising the Voluntary Standards Committee with the commission's displeasure at the. rate of progress to date; • Continue to participate in Phase 2 provisions of the voluntary standard and to keep the commission advised of the standard's progress. "While the cumulative impact of these measures on ATV deaths and injuries should be significant, they will not deprive ATV owners and riders from the vocational and recreational benefits that ATVs can provide," concluded Scanlon. "What these steps will do is help ensure that ATVs are not only as safe to operate as they can be, but are operated as safely as they can be," Scanlon said. "For that reason, I support the steps the commission has taken today and look forward to the positive results I feel confident they will produce.
