Bel gium , West Procedure of supercross appeal board questioned TUCKER, GA, NOV, 4 ; ; While Kawasaki's Jeff Ward was c rowned AMA Supercross Se ries ~hampion after an independent three-person appeal board consistIng of Ed Carroll, Bob Hansen and D ick Miller ruled in h is f avor against Yamaha's Broc G lover on September 30, the decision of the appeal board will most likely come up for discussion at the November ~ 1 AMA Board of Trustees meeting in Anaheim , California, accordIng to AMA president Ed Youngblood. Glover filed a protest seeking to have Ward disqualified after Ward rode backward on the course in his heat race at the season -ending Pas~dena (California) Supercross on August 17. The protest was demed by the referee, which prompted Glover to file an appeal. Had the appeal board ruled in favor of Glover, he would have been ' crowned supercross champ instead of Ward. "I have received written documents from one member of the threep'!rson appeal boa.r~ - Ed Carroll - who didn't necessarily disagree With the final decislon of the board but had a complaint about the proc:~dure,"said Youngblood. "I can see no I.egal basis to change the decision of the board, and the original decision of the board stands." Youngblood admitted, however, that "the chances of the issue coming ~p a~ the (No'!ember 11) Board of Trustees meeting is probably 105 Yo. I ve taken It as far as I can - any further action would have to come from the board," While the Board of Trustees could overturn the decision, Youngblood feels the boar~ will "probably come up w ith r eco m m en dat io n s for a more specific set of guidelines for use in the appeal process. " When contacted , Carroll offered "no comment" o n the situation. SVIA proposes ATV legislation The Specialty Vehicle Institute of America (SVIA) has proposed model state legislation to regulate the sale and use of all-terra i n vehicles, according to SVIA president Alan Isley. The proposed bill, to be presented to state legislators, calls for new standards in rider education and safety awareness as well as general registration and operation rules. It is designed for use in all 50 states, and would provide elected state officials with a thoroughly-researched draft for possible adoption i nt o law. The proposed legislation would : 1 . ~rohibit mino~s from registering all-terrain vehicles, and prohibit riders under SIX years of age from operating an ATV. 2 . Restrict riders between the ages of six and 11 from operating an ATV unless they hold a valid safety certificate and are accompanied by an adult. 3. Prohibit riders from 12 to 15 years of age from operating an A TV unless they have met one of the following conditions: supervised by an instructor; on land owned by parent; hold a safety certificate from another state; ho ld an in-state safety certificate. 4 . Provide for the implementation of a comprehensive safety education and training program and/or the i ssu an c e of state ATV safety certificates. 5. Restrict the operation of A TVs on public streets and highways: 6. Require riders to wear a helmet and eye protection for all types of ATV operation. 7 . Prohibit the carrying of passengers, unless vehicle design allows for it, 8. Prohibit operating an ATV while under the inf luen ce of alcohol, prescription and non-prescription drugs that impair coord ination, or any other controlled substance. 9 . Require all ATVs to have a spark arrestor qua lified by the United States Forest Service. 10.
