Consumer Product Sa fety Commission document ob-. tained through the Freedom of Information Act says that more people were hurt on dirt bik es th an o n ATVs in a recent five-year p eriod. The int ernal CPSC m em o d at ed March 15 co m pared 1979-1983 estimat ed annual em ergency-room-treated injuri es associated with ATVs , dirt bikes a nd snowmobiles. According to the m emo, sent from Robert E. Frye, Director of the CPSC Hazard Analysis Division to other members of the CPSC sta ff and to th e four Commissioners, dirt bikes accounted for more injuries than ATVs in the five-year period, totalling 160,643 compared to 50,024 for ATVs. Snowmobile inj uries for th e sa me period totalled 65,247. Acco rd ing to the memo, estim a ted ATV -involved injuries increased from 2948 in 1979 to 27,554 in 1983; estimated inj uries for 1980 were 4929, compared to 6008 in 1981 and 8585 in 1982. Estimated dirt-bike injuries listed in th e memo showed 29,483 in 1979 and 30,437 in 1983; estimated injuries for 1980 were 35,249 , compared to 34,522 in 1981 and 30,952 in 1982. . Snowmobile-related estimated injuries ranged from 14,804 in 1979 to 11,156 in 1983, with 18,229 in 1980, 8932 in 1981, and 11,826 in 1982. The memo listed th e National Electronic Injury Surveillance System a nd the C PSC Directorate for Epidemiology as sources for the numbers. The CPSC recen tly launched a full investigation into the issu e of ATV safety, and Commissioner Stuart M. Statler ha s advocated an immediate ban and recall of a ll three-wheeled ATVs despite the fact that th e CPSC's own inv estigations show that many injuries associated with ATV use involve rider mis-use (such as riding .do u ble, riding on roads o r riding drunk) and non -use of safet y equipmen t (suc h as helmets, boot s, gloves), T he CPSCs reaction to ATV injury n um bers has ca used some motorcycl e industry sources to worry that an investigation of and an a ttem p t to ban and or recall motorcycles could foliow. We'll probab ly never get th at Jetter, and if we don 't do so meth ing the CPSC will Iik elv 'd isco ver th at it's possible to tip ove r moto rcycles , too; it follows th at m otorcycles, looked at from a CPSC view po int, need to be recalled and banned as well as ATVs. The best we can do is fill CPSC headquarters with lett ers, The CPSC has a lready said and demonstrated th a t it doesn 't want to hear from ma n ufacturers, that what it cares about is people like you and me . And when President jimmy Carter (th e man who appointed Stuart Sta tler, the CPSC's one-man anti-ATV hitsquad) proposed halting all off-road vehicle use to conserve gasoline during the 1974 fuel cri sis, it was an avala nch e of mail that stopped him. The thing to do h ere is blast off a letter to Commissioner Statler today, with copies to CPSC Chairman Scanlon, Congressman Doug Barna rd , and yo u r local co ngressma n or congresswoman, If you've already done that, get so mebody who hasn 't written to write, today! It isn't important whether or not the letter's perfectly typed or whether or not the words are assembled with the skill of a Shakespeare. What matters is the clear, blunt expression' of how yo u feel about the governm ent proposing to cure safety problems by outlawing a n entire class of vehicle. It 's three wheelers today; it could be two-wheelers tomorrow - unless you do something about it now!
