Off road ers will not su ffer a lone; th e closures exten d to the highwa y, a nd ma y include a most popular family-R V cam p ing ar ea a t th e South Fork ofthe Kern Riv er (tha t wa s " objectiona ble" to the hi kers on th e Pa cif ic Crest Trail , acco rd ing to th e Sierra Club). " Eart h-d isturbin g " projects on th e Forest a re su bject to Arch eol ogical Resource Evaluations by th e Federal Antiquities Act , a nd "archeolo gica l barriers " (and a lack o f funds) prevent earl y re-connect o f th e Brod er Mead ow s tra il, a nd expa n sio n of o thers. Future growth ma y dep end on th e outcome o f pub lic com me nt on the Draft En viro n me n ta l Impact Sta teme nt for th e Sequoia 's Land Use Management Pl an , sched u led to begin in October 1985. That p lan will "cons ider th e resource, po litical, social a n d eco nom ic im pa cts, a nd th e need to separate users to reso lve user conflicts," in deciding wh ere o ff-roa d use is appropriate. After 1986 , th ings sta rt to look better. Th e District managers pl an to em p ha size development o f o ff-road loo p trail s in th e Troy Mead ows a rea , including using a $275,000 Sta te Gre en Sticki e grant to develo p 15 mil es o f co n nec ting trai ls. and relocat ing severely-eroded trai ls. Th ey have a lso begun th e process o f id entifyin g pot ential o ff-ro ad trails for future devel opment. Pl anning a lternatives in th e District ra n ge from a n " open a rea " conce p t to a designated trai l system , with closures anti cipa ted only in wi lderness, a nd seasona l restrictions in wet la n ds, fire zones, and deer fawning areas. Future trail plans wi ll provide th e growing number o f ATV user s with access to the trail system from paved cam psites. For n ow, d isp ersed ca m ping a t Monach e a llows ATV-direet access to a ll four-wheel tra ils and unmaintained jeep roads. Because of the forested na tu re of th e a rea, n o ope n ATV pl ay areas a re a nticipa ted . Seq uo ia off-roa ders, qu ite literall y, hold their future in th eir hands.
