Th e worst possible situation will be if t he Navy su bm its its wit hdraw al app lica tion. Once t he paperwork is p ub lished in th e Congressional Register , th e land in question will belong to th e Navy in 30 da ys a nd rema in in their posessio n for a minimum of two years. An y and all land use wou ld be subject to the di scretion of the EI Centro NAF Com ma nd ing Offi cer.
