We do not consi der th e targeting and copying of Harley-Davidson design, advertising and marketing approaches to be hono ra ble competit ion. An d we do not co nsider price wars . with the int ent of tota l market domi na tion at any cost. to be fair competition . In an envi ro nme n t suc h as this, we are th ankfu l that Co ngress saw fit to enact tra de laws we can turn to as a last resort. Section 201 of the 1974 Trade Act was enacted to allow viable American companies. which have taken all appropriate action of th eir own to becom e competitive, to obtain th e tem porary breathing space to adjust to precisel y the ki nd of import competition we face. when all else fails . Congress has recogn ized th a t in certain situations. com pa nies deser ve the righ t to finish up the aggressive competitiveness programs th ey've started - through tem porary protection - if th e co mpe ti tive situation warrants it. The japanese government certa in ly gives every co mpetitive adva nt age it can to its select industries. CORVA on SB156 T he Ca liforn ia Off Road Vehicle Association (CO RVA) is proud to be pl aying a part in pushing the O H V Fund repayment bill. SB156, through th e Cal ifornia Legislature. As told in th e March 9 issue of Cycl e N euis, the bill failed to pass th e Senate Fina nce Committee on a 5-5 vote. CO R VA felt that. ifthe Sta te' s O H V programs were going to survive. th is bill must pa ss. so CORVA decided to p ull out all th e stop s, a nd " go for it" - no matter what th e cos t - to see th is bill through if we co u ld. Our first step was to hire CO RVA 's fonner-viee-president.tumed-Iobbyist Bo b Ham to represent us in Sacramento. Professional lobbyists don 't come cheap, especia lly if they're good. Bob is good. a nd with the help of R uss Sanford of M.O .R.E., " bu tton holed" every mem ber of the Senate Finance comm ittee to co nvince th em of the importance of passing this bill. and pushed th e go vernor's office hard for a reco nsidera tion of SB156. T he o u tcome? The bill was recons idered. and pa ssed the Senate Fi nance Comm itt ee on a n 11-0 vote. So th e repayment bi ll is still alive, but the ba ttl e is far fro m over. We feel fortunate th at our efforts have give n us anoth er cha nce to regain th e $21.5 million sto len from the O H V fund. but we can not do it without yo ur help. As R uss Sanford ha s point ed out. th e need for individ ual action is real. Every state sen a tor should hear from his or her co ns ti tuents (that mean s you) wit h the message th a t SBI56 should be passed.
