MIKE SULLIVAN AMA Expe rt 1144W Centralia, WA Hi-Mountain cancellation explained The Cal Pol y Penguins will attempt to refund all C rider entry fees to those rid ers who wish a refund for the Hi-Mountain Enduro. Many people have asked if the en d uro could be rescheduled or a special C rider enduro set up, instead of giving a refund. This is impossible for th e follow ing reasons: I . The enduro course is laid out in National forest, using private land to co n n ect the various course sections. The U.S . Forest Service issues us a use permit to run which cost us S1,476 this year . The application must include several course proposals to choose from, a ll landowner permission forms , approval from the CHP, sheriff's, cou n ty roads and health departments. and must be submitted at lea st 180 da ys prior to the enduro da te. After th e a p p lica tion is submitted, the Forest Service does an Environm ental Assess ment report on th e co u rse proposal s (wh ich takes 60+ days). They th en select a co urse proposal with alternatives a nd send it to a ll interested groups (in cludi n g th e Sierra Club, Na tive Pl ants Societ y and Audubon ) for com me nt or a ppeal (ta kes 90 + days). If a group files an ap peal an d wins , th e en duro is ca ncelle d. If th ey fa il, th ey ca n get a co urt in ju nc tion 10 sto p us. 2. The Penguins. a totall y volunteer club of stude nts at Cal Pol y U n ivers ity. is a very sma ll gr oup. The en du ro must be schedu led to utilize this lim ited manpower. The club is n ot ac tive durin g th e su m me r, and th e membership ch anges yearly and quarterly. The Penguins depend heav il y on outside hel p through th e Centra I Coa st Motorcycle Association (CC MA) and vo lu nteer ci tizens and organizations suc h as th e Sh eriff's Rescu e. H am Radio Opera tors, Gold Coast Four-Wh eelers and others. and everyone has to be coordinated on o ne date. Date selectio n is critical to landowners because of sprin g roundup a nd su m me r fire danger. 3. The end u ro cos ts thousands of do lla rs to p u t on . We had a 700 rid er, lim it th is year, but had to close ou entries at 620 beca use of co urse p roblem s. We need at least $2,500 in profits each yea r 10 start th e nex t yea r's run. After this rese rve is spent, we depend o n riders' fees 10 co ver exp en ses. T he m oney was a lready spent to send the C rid ers o u t, and to reschedule the event would cos t mon ey tha t we had alread y spent. The next question is - wh y weren't th e C rid ers a llowed to run? Then no money wo uld h ave 10 refu nded. I made th at decision based on consi dera tio ns other than money. The course was laid out in two loops n orth an d so u th. In th e mornin g from 7:01 to 9:05 th e As went south. a n d th e Bs went north. The Criders would have gone so u th at II :30. A and B riders would have gone north for th eir seco nd loop. Possible "showers" were foreca st for Sunday a ftern oon, a n d based on this a nd exis ting trail conditions, th e Forest Service gave th eir go-ahead fo th e event, a n d we agreed. The showers starte d at 6:45 a.m. and continued as th e event started . After th e riders began leavin g a huge amou nt of rain fell on the northern loop for th e nex two hours. Because of th is we clo sed th e northern loop. The rain th en moved sou th. Crews co u ld not ge t to location, sweep crews to ok two to three times longer to swee p an d rem ark th e course sections. Ther e wa s no other choice bu r to ca nce l th e Cs . Had the rain been " ligh t sho wers" as forecast , we coul have continued. Had the hea vy ra ins come Saturday night or earlier Sunda y morning we would have had no choice but to cancel the event past April 4. The unexpected heavy rains alone would ha ve caused enough trail damage to postpone the run in defi n itely - this in turn would have posed support staff scheduling conflicts as well as landowner problems. Had there been any safe way to send the Cs out, we would have done so. The future status of the 33rd Hi Mountain Enduro is uncertain at Ibis time. We have financial obligations to repair damaged trails and make amends with private landowners. Our riders have broken bikes and exhausted bodies. There are five or six bikes still on the course (a s of April I), and th e rains contin ue. To run the perfect enduro you need th e coopera tion and/or support of th e Fo rest Service, Sierra Club. local volu n teer groups, landowners and the weather. Four out of five is not bad! In closing, let m e thank everyone who gav e 110%- those C riders who helped us sweep to pi ck up down riders , a nd Pen guins, ex- Pe n guin s (wh o gave up th eir numbers to help), CCMA rid ers, vo lu n teers, and all others wh rode from dayligh t to dark bringin down riders out. Also th ere are the gat ekeepers, starter s, flagm en an d chec k crews (som su ££ering from hypothermia ), Sheriff's Rescu e peopl e. th e Ham Radio Club, th e p eople who manned the sign-in an d tech in sp ect ion stations. and all th ose o the rs who helped in man y o the r ways.
