- closing sizable ponions of Hungry Valley to OHVs for various reasons. Why then were these areas purchased with funds for acquisition of OHV lands if OHVs are not to be allowed on them? To correct this, the Depanment of Parks and Recreation must determine, through contact with the users, what areas indeed should or should not be designated open to OHVs. The criteria used should be that of recognizing the areas' past and potential for OHV use and any study of its suitability for uses other than OHV recreation should not be paid for with OHV funds. I thought I read that the public was welcome. I arrived on that bright, sunny morning only to be greeted by signs stating that only dealers and industry personnel were allowed to enter. Photo by 4 a-s. them. A few years ago at the Ascot Gold Cup race, a Novice named Randy Mamola came down as the heavy favorite to win the Novice main. Well, all through the race he was in the lead and had everything going his way, until the laSt lap wheri this Bultaco rider dove underneath him in turns three and four in one of the best passes I've ever seen. In tum three this rider had his bike laid over so far liis handlebars and cases were touching the ground, and he never let off the gas. How he ever saved it and went on to win is still beyond me. As far as I k.now this ri(;ler still holds the half mile record at Corona Raceway (22.17). This was set on an old Kawasaki ~50 his grandfather built. So I have to ask. the same question that the other person asked before. Will we see Eddie Lawson on a Kawasaki at Houston this year. or doesn't Kawasaki have enough faith in their rider or equipment? Yeah, Sled Ridersl We want to thank the Sled Riders for their excellent hare 'n' hound on Jan. 11. It was a challenging, wellmarked course containing all the desert has to offer. Our particular thanks go to Mark Zoller, who attempted to help stan and eventually towed one of our riders from the ends of the eanh, still smiling. The new year looks great. I am writing regarding the Off Highway Vehicle Fund and the Hungry Valley OHV Recreation Area which are administered by the Depanment of Parks and Recreation. The OHV Fund was created to aquire land for OHV recreation. By registering OHVs and collecting fees there is no undue tax burden on those not engaging in OHV recreation. Administered properly, an excellent program. Hungry Valley, located near the town of Gorman on Interstate 5 in nonheast Ventura and nonhwest Los Angeles Counties, has been one of the most popular forest OHV areas in southern California for more than 15 years. Recognizing this fact, the Depanment of Parks and Recreation purchased this area using OHV Funds. As an open OHV area, an excellent choice. But now that the Depanment of Parks and Recreation controls this area they have initiated planning which is illogical, unwanted, unneeded. costly and wasteful. The Depanment of Parks and Recreation has already proposed Also, the Depanment of Parks and Recreation has proposed spending tens of thousands of dollars of the OHV Fund for showers, camper hook-ups and other unnecessary facilities. This is to be public OHV land fIrst and foremost. Toilet, trash and water facilities should be provided as these are euential for daily use. Showers are a waste of OHV funds since OHV operators can shower after leaving as has been done for years at this and all OHV areas. Camper hook-ups are illogical since not every OHV operator brings a camper and those who do are experienced in camping without hookups. Under no circumstances should there be built cooking pits or grills as these could be misused too easily, greatly increasing the chance of fIres. The above emphasizes that this should be open OHV land first, with conveniences and development being secondary and considered only when asked for by the users through contact and disscussion. The actions of the Department of Parks and Recreation in handling the OHV Fund are 10 irresponsible that legislation was once initiated to transfer the progtam out of its control. Not wanting this to happen, they agreed to give the OHV program a higher priority. But through these and other actions, the Depanment has continued to demonstrate irresponsibility toWard the OHV recreationaIists. These instances of spending OHV funds on land which has been used by OHV operators for many years and then closing it to OHVs, and on unneeded facilities without having realized successful operation of this same area for its basic purpose is grossly irresponsible. This area has been enjoyed by hundreds of thousands of people with few restrictions, lil{ht development and small expenditures of money being needed.. Finally, the federal Bureau of Land Management should not be given any OHV funds. The BLM controls millions of acres of California which is supposed to be public land. It is up to them to control this land for all of the people of the United States equally and fairly, including those who seek OHV recreation. If they cannot do this and ask for state assistance, they should give the state control of this land where the people who will be paying for its use through the OHV registration fees will be more directly represented. This is juSt one of the' many compelling reasons that suppon of future "Sagebrush Rebellion" actions are warranted. ROBERT L.
