We are going to have to "protect" the condor, some Indian kitchens, soils on many hillsides, the "srasslands," and they would like to put us in individual camping spaces, (the kind where you park between the white line next to your picnic table). Unfortuante!y they forget that this area was acquired by green stickie money to allow us to continue to we the area. Now they want to build one of their nature preserve type parks out of the place. No one will question the need for l~timate closures, but take each 'and eyery one of the proposed closures suggested by staff, and there isn't much left for us ... the original beneficiaries_ Campgrounds wouldn't be all that bad, except that the next step after putting in camping spaces, is to establish fees and, worse yet. limits on how many can use the place. Our money is supposed to be used to aquire areas for us to use. After 10 yeaTS of the program they haven't done much of a job finding us areas to ride on, so the strategy has become to spend it all on campgrounds, staff. etc. When the "Hungry Seven" (and others) challenged them. on these issues, they responded that "maybe you don't reoresent all of the users. we think we Sl. 'lid build these facilities ahyway". We think the "Hungry Seven" is doing just fine, let's make them find us some more areas to ride b.efore we blow all of the Fund on fancy facilities. If there is a demand fQr these kind of facilities. let KOA or someone leases some area and develop I it. The entire attitude of the Department staff on this issue at Hungry Valley and some recent events with the State ORV Advisory Committee. has started the talk all over again about taking the Green Stickie fund away from the Department of Parks and Recreation and giving it to some other agency. Last year Assemblyman Chappie suggested such a course of actio.n. but later changed his mind after Parks officials met with him and reached a compromise agreement. No sooner was the ink dry on the compromise then the department staffers were t~ng to change the tenns of the agreement. Actions over the next couple of months wl1l be critical in detennining which way this will go next year. If the Department insists on operating covertly and contrary to the objectives of the program, then the move will start to take them out of the picture as much as possible. Finally, we have heard new rumbles that BLM. who tried unsuccessfully to get us out of the Clear Creek area in . San Benito county. to "protect us" from an asbestos hazard. may now be switching tactics and next may try to get us OUt to protect the primrose. If indeed the primrose does occur in the area. and is doing well, it appears that 20 years of constant motorcycling in the area hasn't affected it. The primrose doen't need protection from the BLM anymore than the dinbike rider needs their protection. If the BLM protects the primrose the way they have protected dirt riders in the past ... the primrose could truly become an endangered species. C.N.
