The United States Chamber of Commerce held a meeting in Los Angeles to express their concerns with th e proposed desert plan. The U .S. Chamber invited NOC to send a few ORV representatives to explain the problem which the proposed plans would create from a recreational stand point. Andrus agreed to review severa l specific problems, including the socalled "cherry stem" definition of a potentia l wilderness . If Andrus agrees with u s that this definition is st ret ch ing the in tent of Congress a litt le too far ; several a reas which have been slated for wilder ness review will be removed from tha t designation. For t he most part , Andrus did not seem too interested in making any major changes to what is being proposed by BLM . While Deeprhroat was covering th e meeting with Andrus in Los Angeles. another equally important meeting was taking place in Sacramento . Parks and Recreation Direc tor Ru ssell Cahill held the first meeting of his new advisory . commi ttee on the off-highway program . We contac ted a few members of th e com m ittee to learn what went on at this initial meeting. Generally spe aking . th e members are op timistic t hat th e Director is intereste d in working with th e ORV com m u ni ty. All of the members are ORV users with th e excep tion of Assemblyman Robert Cline who serves on th e comm ittee is an ex-officio capacit y. - There a re I I members of the com m ittee representing motorcycles. four wheel drive. dune buggy and snowmobiles. Only two members of the cornm ittee fa iled to attend this initial meeting. and one of those. Assemblyman Cline, sent a representative from his offi ce . In th is init ial meeting. an issue arose concerning use of the Sand Dunes at Pismo Beach b y four wheelers. The representatives of the ' Four Wheel groups complained about the problem. the Director had his staff present their case for the situation. and before the meeting was over the Deputy Director agreed to a decision fa vo ring the four wheeler's side of the cont roversy. This action tended to dispel some of th e pessim ism many of the members had concern ing th e val ue of the Committee . The con census of several com mi ttee members contacted is tha t although th e staff director of the ORV program seems relu cta nt to delegrare work or sha re information with the committ ee. many other staff members inclu d ing Director Cahill and the Deputy Director are willing to take advice from . and share information with. the Adv isory Committee. Everyone seemed to share the op inion that Parks Department staffer Al Kuhlster provided the com mit· tee with a great deal of info rm a tion on th e very complicated acquisition process. It was nice to know tha t there is someone there who seems to care about our money a nd how it is spent. In other news em inating fro m the Sta te Capitol in Sacramento. we learned that Assemblyman W ym an int rod uced Assembly Joint Resolu tion Nu m ber 67 on the BLM 's Desert Pla n. T he Resolution asks the Secretary of the Int erior and BLM to go ba ck and do the job right. Although the resolution specificall y mentions deficiencies in the BLM's tr eating of energy and mineral activities . the po ints made are simila r to those included in AMA and NOC responses . Senator Craven has also introduced a similar resolution which is slightly less comprehensive, but definitely on the right track . It 's n ice to know that the elected representatives who represent the desert seem to agree with us on how these lands should be managed. Both Wyman and Craven represent large areas of the California Desert. What ever happened to self determination and self- ru le? Maybe after we win the Sagebrush Rebellion. the elected officials from the Desert Area won 't have to pass resolutions asking the federal government which is 3000 miles away to reconsider decisions affecting the very livelihood of desert residents.
