All bills which had to be heard in a fiscal committee were required to be approved by a policy committee by Friday, or they would have died. As a result, the Legislature was hearing bills well into the evening hours all week long. We have tried to get a han~lle on the action taken on the motorcycle bills which were scheduled for action during the long and hectic week, On Monday, Apr. 7, Assemblyman Kapiloffs AB 990 was approved by the Senate Finance Committee, clearing tile way for final action on the Senate floor within a couple of weeks. The bill carries a provision that the State De· partment of Parks and Recreation shall begin planning for a statewide system of off-road vehicle trails. Although the Department submitted an amendment at the last minute which would have allowed them to weasel out of a real commitment to do a meaningful trails planning project, we have received assurances from Assemblyman Bob Hayes' office that he has reached agreement with the Department that they will commit to doing the study as origin· ally envisioned when this legislation was first introduced, On Tuesday evening, Assemblyman Hayes presented his new "Sagebrush Rebellion" bill before the Assembly Resources, Land Use and Energy Committee. The nrw bill replaces one which was earlier vetoed by Governor Brown. This time the Governor has agreed to . mit for the Hi Mountain Enduro. The rejection was based on the fact that the documentation supporting the conservationists' position was filed two days late. Sierra Club spokesman Robert Griffin said he will appeal the decision to the Forest Supervisor, Should that fail, the club will attempt to get a court injunction to stop the event. The Sierra Club is protesting the enduro because the course crosses some areas under the "further planning" designation in the current land use planning program. The club wants more such areas placed in the wilderness category. Presently, 23% of Los Padres is existing or proposed wilderness, and 50% of the forest is marked for further planning. We should have known. Anyhow, Hayes' new bill was approved 10-0 by the Committee and looks like it is destined for clear sailing through the Legislature. Another bill of importance to riders was scheduled to be heard on Thurs· day, but was pulled off the calendar at the last minute. This bill is Chappie's . Assembly Bill 2111 which would have removed the Off Highway Vehicle Program from the Department of Parks and Recreation and place it in the State Lands Commission. The bill was initially approved 'by the Asse~bly Transportation Committee, and was scheduled to be heard by the Ways and Means Committee this week. Department of Parks and Recreation officials met with Chappie and Hayes and agreed to support a bill which would require the Parks people to make a more serious effort with the program than they had in the past. With these agreements, Chappie agreed to amend the bill and give the Department another year to mend their ways, or else. The new bill will set up a high level office of Off Highway Recreation within the Department of Parks and Recreation to oversee the program. According to Hayes, this set-up might produce the desired result witb less disruption to some of the accomplishments that tbe Department has been producing of late. In the meantime, Hayes has assured us that he has another measure; Assem· bly.Concurrent Resolution 124 which calls for a study of the entire organiza· tional structure of the Parks and Recreation system in the state. It is conceivable that such a study will split the functions of Parks and Recreation into separate departments, or suggest some other organizational aligrtment which would be more suitable. On the federal level, the BLM's proposed Desert Plan goes to public hearing this week. The proposed plan alternatives are in a review process until May 15. If the balanced plan really were balanced that would be fine. Unfortunately, their idea of balanced is not exactly consistent with any defmition of the word balance which we have ever seen. Using the BLM's alternatives, only the "Use Alternative" comes close to providing the kind of riding areas which we really need. AMA's Ed Youngblood, government relations director, will serve as chairman, while AMA accountant Russ Sinzinger has been named treasurer. Otber appointments to AMPAC's management committee include AMA members Bill Gifford, Gene Wirwahn, John Hasty, and Merrill Moody. The National Outdoor Coalition will prepare a map outlining the critical areas whicb need to be kept open for use by recreationalists. NOC is a coalition of motorcycle, four wheel drive, dune buggy, rockhound and other user groups of the desert. They hope to make their map available for publication within the next week or so. lf it is available in time for the bearings, look for a NOC person at the hearing and they will help you if you wish to testify. On one final note, in case you missed this important piece of information during the flood of information eminating from the state capitol this week; we should note that the legislature declared April as Venereal Disease Awareness Month. Our news source tells us that this the 10th year that April has had this distinction.
