J",,~ " , We got a big kick out of the headlines of an issue of the BOTrego Sun from last spring, which recently was shown to us. It seems that Governor Brown's chief environ· mental advisor, Huey Johnson won the annual "Liars Contest" which is held each year at Borrego Springs. Anyone who has tried to get a straight answer from Huey on the status of certain Green Sticltie funded projects knows that he must have got his practice in telling whoppen by tallting to off· roaden. We're still waiting to learn from Huey and his Park Department chief Russ Cahill when we will get some straight answers to questions which have gone unanswered for some time. Still pendinx are unanswered questions regaiding the status of Carnegie Cycle Parll which was open until acquired by the state as an off-highway facility, and the gates have been padlocked ever since. And what about a statewide off·road vehicle trail network which has been promised us ever since "green sticltie" was started in 1971? Still no real effon has taken place in spite of a rash of recent promises by Cahill and Co. How about the "funny" fund transfers in and out of the "green sticltie" program? If you thought all of that ended when Herbert Rhodes was replaced as Parks chief, you had better hang on to your wallet when dealing with Cahill. Remember that 1974 State Bond Act? We were promised that some monies would be spent on acquisition of off-highway areas if it passed. Well, it did and we didn't. When we finally got an audit of the program and proved this point, the Bond Act money was all spent, sooooo the Parks boys reached into another fund - the Bagley Conservation Fund - and allocated some money to acquisition of some off-road areas near Pismo Beach. That satisfied everyone for a while, but now that Cahill thinks nobody is looking, "his sleight of pocketbook" accountants have quietly removed the Bagley money and are now charging the project to the "green sticltie" fund. (Not that there might be another Park Bond Act proposition on your June ballot. Pay close attention to past perfonnance when you listen to their arguments of the great things this new Bond Act will do for you.) We could go on and on about the failures of Johnson and Cahill to carry out their mandated programs. In fact, in future columns, we will bring to the surface many more of the failures of the Brown ar.pointees to adequately provide for biken. We will try to explore some of these issues before the present "hush-hush" investigation of the Parks Railroad Museum scandal grabs all the headlines. We only mention the Railroad Museum investigation here because the similarities to the "setup" which Huey managed under the "Trust for Public Lands" is so striking, that maybe the investigation will take a closer look at Huey's activities before he took his present job.
