By Dale Brown The question of whether the State of California is run by its elected representatives, or by a member of the Sierra Club, was described by Assemblyman J. Robert Hayes, as "the most important issue to come out of the Sagebrush Rebellion now in California." Hayes is now working for an override of Governor Edmud G. Brown, Jr.'s veto of AB 1407, the Sagebrush Rebellion bill that would return Federal lands in the State of California back to the state. He talked with Cycle News in a telephone interview Friday, Oct. 12. "The Sagebrush Rebellion bill, AB 1407, passed unanimously. 40·0 in the Sena.te, and 60·0 in the Assembly. It didn't receive any "no" votes in any part of the committee processes," said Hayes. "Yet, Huey Johnson, the head of the Resources Agency and the only person to finally come out against the bill, totally circumvented the legislative process. He did not voice any objection in the hearing process or the legislative process. "He went direcdy to his good buddy Jerry Brown, secured the veto, and then had the nerve to say that the reason he had to get Brown to veto the bill was because the legislature was not bright enough to know what they were voting on. "The question that has now become even more important than the Sagebrush Rebellion is: Who runs the state of California? A Sierra Club member who is head of the Resources Agency named Huey Johnson? Or the elected representatives of the people of the state of California?" Hayes also called for strong support of the veto override of AB 1407, saying that "thousands" of letters are needed to accomplish the task of effectively Bureau of Land kicking the Management out of California and returning the land to local control. The override attempt will be made in early January, when the legislature It recoven~. .18 "What we need is literally thoW4nds of letters supporting an override. A veto override is a very difficult task to do. We will not override the veto unless we show strong public support. We need a letter to everyone's Senator and Assemblyman. And just because we've got until January. don't wait. 00 it now. "The letter should basically say 'Please support the veto override on AB 1407, the Sagebrush Rebellion.' That's all that really has to be said. Put it in your own words; if you want to add more, feel free. Let them know why you want the override. This helps. But if you don't have time to write a longer lener, just those few words are fme. "We don't want petitions and we definitely don't want form letters. These are ignored. We need letters from individuals. "We've got a good chance in the Senate. It's going to be a litde tougher in the Assembly, but you must write your State Senator and your State Assemblyman and tell him that you're in his district and you want him to vote for that override. "If you want, you can write to Assemblymen and Senators from other districts. This doesn't hurt a bit, this helps. But we've got to show support. "By the time the Governor decided to veto AB 1407, he'd only received some; seven letters supporting it.. When Huey Johnson told the Governor there was no public support for the bill, he believed him." Hayes said that despite Brown's veto of AB 1407, support for the Sagebrush Rebellion runs strong among the state's elected officials. "The Lieutenant Governor of the State of California, last Wednesday at a convention in Sacramento, strongly came out once again in favor of the Sagebrush Rebellion. He has vowed to use every power of his office to support the Sagebrush Rebellion. "He told me last night that he is going to the conference of Lieutenant Governors, where he will speak in support of the Sagebrush Rebellion in front of the Lieutenant Governors of all the states. He will be joined there in support by the Lieutenant Governor of Alaska. "Attorney General George Oeukmejian has assigned a deputy Attorney General to the Sagebrush Rebe.llion. He is right now compiling data and getting ready to prepare for what legal action will be necessary. If we get an override, they're going to be ready to go immediately. The Attorney General strongly supports the Sagebrush Rebellion. "The State controller, Ken Cory, is a strong supporter of the Sagebrush Rebellion and has given me assurance that as soon as he has the legislative direction - he is director of the State Lands Commission - that he and the State Lands Commission will do every step necessary to insure the return of these lands to the state." But for the Sagebrush Rebellion to be successful, you, and we mean everybody who reads this, have to do something.
