OCT. 8 Offered a course comprised mostly of fast. fast graded road by the Bureau of Land Manegement. the Checkers M.C. has decided to reject the offer for sevaral reasons, primarily rider safety. The Oct. 27 Check Chase has been cancelled. The following is an exchange of letters between Gerald Hillier, BlM Riverside District Manager, and Bob Terrazas of the Checkers. Deer Mr. Terrazas: - This letter confirms our telephone conversation of Oct. 1, 1979 and constitutes a formal decision on the Checkers M.C. application for an Oct. 27, 1979 Ludlow to Parker motorcycle race IFile ICA-D60-SR8-6 IHHI. BlM will issue a permit for the race following completion of severel requirements, Including: 1. Receipt of written p.,-mission from all private land owners whose property the approved route will cross, 2. Issuance of site approval by San Bernardino County for use of private land, 3. Receipt of permission or a statement of non-objection from the Atchison Topeka and Sante Fe Railroad, 4. Receipt of a bond and insurance required by BlM, 3. Field check by a teem of BlM resource specielists and addendum to Environmental Assessment Record. These five requirements must be completed by Oct. 16, 1979, so that a permit may ba issued 10 days prior to the event. The route which is approvad starts south of Siberia ISaction II, T. 6N., R. 9E.I, leads southeast on to the pole line road which Is part of Alternative 1 in the Environmental Assessment Report. and follow this aiternate route to Cadiz. From Cadiz. the route follows a combination of existing vehicle routes, including a pole line road, southeasterly on the south side of the railroad to a pole line road approximately five miles southeast of Milligan. The course then follows your proposed route, including that pole line road, the south flank of the "Parker 400" route, and the finish area east of Vidal Junction. The decision to approve this particular route results from many considerations, including my firm desire to approve an envlronmentally-accepteble race. The reeaons that the route proposed in yOur application must ba revised as described abova include the following four polnta: 1.1 The National Environmental Policy Act requires that BLM prepare an Environmental Impact Statement for any action "significantly affecting the quality of the human environment". Several of the criteria established by the Council on Environmental Quality for determining the need for an EIS may apply relative to the Checkers proposed course. Budgetary and time constrainta preclude the preparation of an EIS In time to meet this year's desired date. 2.1 A portion of the proposed route passes through a designeted Wlld..,.ss Study Area IAmboy crater lava beds area I304Al. The Federal Land Policy and Management Act of 1976 requires BLM to manege WIlderness Study Areas; " ... in a manner so aa not to impeir the suitability of such arees for preservation as wilderness ..."
