At pr~nt, th~ public lands are simply undesignated, ~xc~pt for th~ California D~rt Co~rvation Ar~a and ~veral other areas outsid~ the d~n which were designated under pr~vious r~lations. What about ORV use on the California Desert. . where designations alreedy have been made by BLM under the ICMP (Interim Critical Management PrOgram)? The ICMP was d~velo~d in 197!l und~r previous regulations. and bas been tested and upheld in two ~parate federal court actions. The designations u~ in the ICMP o~, d~d and restrict~d in respo~ to E.O. 11644 r~main in effect. The Federal Land Policy and Management Act (Section 601) established th~ California ~rt Co~rvation Area and requir~d BLM to compl~te a land ~ plan for the area by S~pt~mb~r !l0, 1980. ORV use will be one of the many land u~ in the d~rt to be considered in tb~ plan, 'which may result in adjlistment to the ICMP. This process will adapt readily to the new' regulations. Are any other areas designated? Yes. These indude'the Cow Mountain and Knoxville areas in the Ukiah District and the Clear Creek and Panoche Hills areas in the Folsom District of California. Closures and restrictions on ORV travel in these areas will remain in effect. Copies of the regulations are available from BLM Field Offices.
