Committee .hears testimony, but delays decisions on Calif. oav Park site. ; By Lane Cam pbell PALMDALE AN D RI VERSIDE, CA FEBRUARY 9-10 With three potential sites up for grabs, in two d ays of marathon hea rings the California Recrea tion al Trails Committee • got an ea rful from off-waders and bike-hate rs alike. Hundreds of people p ack ed council chambersin two cities both evenings to testify on th e p ros a nd cons of locating a state O ff Highway Vehicl e 'site at Hungry Vall ey (nea r Gorman), or Ritter Ra nch (nea r Palmdale), or "Po rre ro (near Beaumont ) . T he com m ittee members were qu it e g ratified b y the la rg e citizen turnout , both at daytim e site H w urs and at th e even ing hearings. The com mi ttee decided to leave th e record open for mo re public input until March 10, and decide on th eir recommended ch oi ce at a Sacramento V'm eeting March 17, Cha irman Dean mad e it cl ear through out th e hearings that although he and th e committee members had , hounded t he Parks and Recreation Department for faster a ct ion, th er e would still be further de lay afte r th e Comm ittee's recommendat ion is r- made. According to law , there must be a n En vironmental Impact Report (E.I. R.) prepared prior to acquisition of the chosen site, then a second E.I.R. wr itt en for on-sire development after the site is ac q ui red . It could be two to three years before the chosen site can be opened. The potentia l for delay and obstruction is obvi ous. Each hearing turned up an expected contingent of nearby landowners in opposition to on e or more of the proposed sites. However. organized bikers and four wheelers showed up in large numbers as well , filling th e meeting rooms with club jerseys and patches . The opposing sides tried to keep away from a sh ou ti n g m atch , and largely succeeded. Ritter - 12,000 acres All th ree sites offer a m ixture of adva ntages and d isadvantages. No on e obvious ch o ice em erged from t he hearings. Opposition was loudest over the RitterRanch site .
