Under pressure . they'll vote p urely on " h u nch" - o r on how good the bill's sponsors make it so und. Don't let them vote in the dark on this baby, or we'll all be paying for it sooner or la ter. Write on it. and write now. Better yet, hunt up your legislator's loca l office. drop in and chat with the staff. The Department of Agriculture has issued a notice of final rul emaking regarding a proposal made to amend and recodify certain sections of federal regula tions which are administered by the National Forest Service . Proposed amendments were to combin e all prohibited acts related to th e Forest System into o ne section of the Feder a l Code , esta blish a uniform system fo r adopting and posting rules a nd regulations and clari fy del egations of authorit y. Comments regardin g th e proposa l wer e requested. and the m ore su bsta n tive co m ments received ha ve been sum m a ri zed in the noti ce . Section 26 I. I 3 of the regulations addresses t he use of vehicles off roads and speci fica lly , prohib its vehicle operation off Forest Development. State or County roads under th e following circumstances: ( I ) withou t a va lid license as required by St a te law , .(2) without an operable braking system , (3) from one-hal f hou r after su nset to one-half hour before sunrise unless equipped with working head and tail lights. (4) In violation of any applicable nois e em ission standard establish ed by any Federal or State agency . (5) While under the influence of alcohol or other drug. (6) C rea t ing exc essive or unusu a l smoke , (7) Carelessly, recklessly, or without regard for the safety of a ny person , or in a manner that end a nge rs, o r is likely to endanger. any person or property.
