th emselves without scr ewing it up. It's not like building a freeway or a dam . Ridin g much of the area on a trials bik e , eyes to the gro u nd. stopping at high places to visu ally sweep th e su r r o u n di ng area , pi ec es of the solutio n come to m ind. For instance , up on the decomposed granite trails, not all of-the stee p climbs are gullied . There are a few where , for some reason . riders have built up enough sp eed to c r e a t e small surface whoopdies in the tra il. The whoops, in turn . break up t he water runoff, and the gullies don't form. From a soil engineer's standpoint, it makes sense - erosion is a direct fu nction of water veloci ty. If water starts a t a standstill on top of a slope. it takes some critical distance before that water is running fast enough to pick up soi l and carry it away. The steeper th e slo pe , the shorter the critical distance . For each trail on a given slo pe, then . th ere must be some sort of break in th e stra igh t run - . either a zigzag in the trail -ra waterbar, a stai rstep , a crossdip , or naturallyformed su spe nsio n whoops . Each case becomes a sp ecial design, in which , a t some point , .a rider/advisor ought to come al on g and OK it from a rider's stand poin t. . This engineer /ranger/rider giveand-take has to happen , at the very least out of co ncer n fo r sa fe ty. Somebody ha s to ha ve eno ugh savvy to know , for insta nce , when the gullies become n ast y eno ugh t ha t a wa terbar is less of a haza rd for kids o n minis than the unchecked gullies would have been, or how long to make a straight, stee p stai rste p climb befor e providing an esca pe turnout. Over in the adobe cla y, different ri d ing p atterns ca ll for different strategies. Some hillclimbs are already stripped - closing them now won't help, so leave 'em op en and let 'em rip . Where there still is topsoil; rotating Closure will help . and this the rangers are already doing on a test basis. Encouraging sidehilling and following existing cowtrails /game trai ls can help. In fact . it was suggested to the "interpretive section" staffers from Sacramento that instead of trying to educate the heathen motorcyclists about birds and flow ers . the most rewarding thing they could do is produce 'brochures, signs and displays that encourage erosion-conscious riding styles. To do this. however. the preservation -oriented staff people are going to ' have to learn something about motorcycles . "Interpretation" works two ways. Right now there is a hard core of r ider -volun teers who ha ve been involved with Hollister since the Howard Harris days. They serve a number of hours each month, riding, patrolling, ad vising , somet imes rescuing th e lost or the fallen , and sometimes treating injuries. Along with Howard Harris, they probably know the property more intimately than anybody. Between them. the offroad ri d in g leadersh ip such as Motorcycle Owners , Riders , and Enthusiasts, (M .O .R.E.) and the AMA District S6 clubs , and the state governm ent s p e c ia list s, - lies the knowledge and the dedication to manage Hollister Hills as a long-term investment. If th ey don't ge t together , or if they manage sloppily. Hollister may have a short life . Many riders at the January 6 San Jo se Parks and R e creation m eeting thought they were being lied to about erosion . They were not. Under th e cou rt system we have tod ay. an adjacent landowner ca n claim his land is harmed by water/ silt runoff fro m H ollister a nd ca n. under ce rtain circumstances, get th e p lace closed o r restrict ed . T here are factio ns within the Cal ifo rnia State P arks and Recr eation heir arch y who kn ow this quite well . and wh o have ordere d staff e rosio n spec ia lis ts to stud y t h e prop erty in the first p la ce . Wha t you heard at the meeting was no BS; it was the building of the founda tions of a ca se for future legal action . Riders statewide are concerned about how our Cal ifornia OffHighway Veh icle Fund money has been 'managed . A t Hollister we're led to feel that if our money bought it , it's ou rs. Yet if you 've had any expe rience with zoning. bu ild ing codes. and th e like , you a lready suspect - private property, under the existing legal structu re, is' not sacred . Neither is publi c property bought with .our money. The protection of that inv estment is u ltimately . up to us .
