Of $1 .5 mill ion alloca ted for O HVs . zilch appropria ted. zilch spent. As mentioned earlier. that Sa n Bru no Mo untain money. $4 million tacked in as an a fterthought . is also unspent . They're still haggling . What's more. the audit found another $4 million project. called "Lake Tahoe (Celio/Cascade)" which is scheduled to be reverted (i.e . . returned unspent) . The auditors recommended that part of th a t money be re -appropriated to help b uy an OHV area near Los Angeles . W hat was Parks & Rec's wr itten excuse? T he status report section on OHV acquisition (da ted August I. remember) says "No specific project delineated". Not quite true. O n February 18. nea rly five months earlier. Ru ss Port er (Division Chief one step above the ORV unit when it existed) wrote Herber t Rhodes the followi ng recommendation: "After analyzing a number of poten tial sites . .. m y staff has selec ted Ritt er Park Ranch as the best possible site to serve th e off-road vehicle users in th e Los Angeles Basin. " T his finding ca me at th e end of a two yea r sea rch . The owne rs wanted to sell th e 11 .500 acr e ra nch bad ly eno ugh th at th ey woul d ha ve donated part of it to th e state. It was acc essib le by Sierra High way and Eliza beth La ke Roa d . only five m iles west of Pa lm da le. It had ex isti ng buildings and u tilities. It had 65 m iles of existing roads and tr ails. It had no ra re or endangeed species on it. All these thi ngs w.ere m entioned in Porter's reco m mend a tion. So th ere was a specific p roject delin eated ; th e Di rec tor chose to ign ore it. He chose to strip Porter 's Division of its "st u dy" resp on sibilit ies a nd have somebody else study the matter all over again a t our expense. He chose to tempt O RV representatives with the idea of acquiring some Lockheed property. farther out. smaller in area . and costing more money than Ritt er Ra nch . W hy? Was it know ing that the higher price would cause further delay, during which he could claim, "We don't have enough mo ney. "? T he Bon d Act package. and other legisl a tio n . specifically stated that sites sho uld be selec ted "withou t de lay" for the wri ters knew quite well wha t inflation was doing to la nd prices. So did Direct or Herbert Rhodes and his Sierra Clu b cronies. They chose to buy park land early, while lan d was cheaper , and leave you hold ing the empty sack. Now that you know how you 'ue been foole d again, and while you're still hot - how about taking pen in hand? Write Governor Brown and/ or Director H erbert Rhodes.
