Don is a member of the Dirt Diggers M.C. and sells motorcycle parts for a living. The Dirt Diggen promote an annual Grand Prix on a piece of private Hope property in Simi. We waited in vain past the appointed hour, scanning each car that pulled in The Dayton Kemp plan It t~es n:t0re work t ~reate something than it does to oppose it; especially If the effort IS In a strange field of endeavor ' - for instance, playing at the role of government planner long enough to create something the bureaucrats will (hopefully) take time and read. . What Charles Clayton and Don Kemp, who know lots about bikes and h~tl~ a.b~ut bureaucracy, have done is to take their pooled knowledge and distill It Into a plan for the use of Hope Ranch as an ORV recreation area. Highlights of their proposal: - With a 1,000 foot buffer zone at the boundary, the natural topographv of the area can be used to contain the sight and sound of vehicles within the park . -r- Existing wastewater, which already has to be disposed of in some manner can be used to revive vegetation and keep dust down. ' - P,:rmanent facilities. would include a 1.5 m~e road race course /drag strip (Iightly-stressed, relatively cheap p avement for bikes and karts only) , a one-mile motocross circuit, hill climb area, parking and concessions. Otherwise, user groups, clubs and organizations will be encouraged to set up trails, trials sections and riding loops of varying difficul ty . - lnitial!y , the park would be da y-use only, with one or two full -time rangers. Organized events would draw on people from the promoting clubs. A user advisory board would help guide the development of the area. - Funding would be through the existing chann els of the "Green Stickie" program for initial development expenses. Thereafter, user fees would support the day-to-day o pera tio n of the park. . - A preliminary environmental an alysis wa s in cl uded in the proposal to attempt to sp~~l o~t enviro n me n ta l im p acts ~f vehicl e recreation on the property and suggest rmugauon measu res to deal WIth potential dust, er osion and de-vegetation problems.
