HAPPENINGS Good thi ng going in Colorado Colorado 's Division of Parks and Outdoor Recreation has taken advantage of a not-too-well-known Federal program to set up its first e xperim en tal "Motorized St ate Recreation Area" in sou theast Denver. The Arapahoe Motorized SRA has been around for about a year, and is enough of a success that the state is considering a second park near Pueblo. In fact, the worst problem, according to park spokesmen, is that too few people know about it, and are still getting busted for unauthorized riding elsewhere in the Denver area. The land was a former bombing ra nge, deeded to the state by the Federal government in Feb ruary, 1975, un der the " President 's Legacy of Par ks Program." (This pro gr am was set up to tum over surplus Fede ral pro perty to the states fo r "people use • as p ar ks and recreation areas.] Vehicles that enter the park need a Parks Pass, and trail-bikes m u st have a Re creation Vehicle Registration, available from the Par ks Division o r through motorcycle de alers. If it works in Colorado , why not . . . Yes, why not? The President's Legacy of Parks Program is still operative , and SoCai riders have yet to see the benefit of all their Green Stickie money. (Bike-riding Sheriffs are hardly a "benefit. tI) Sooo, are there not a couple hundred thousand acres of old World War II . bombing ranges and what-have-you that are "surplus," by now? Or are you guys in Washington saving them for the next war? Seriously, though, has the idea really been explored? The Feds could deed surplus desert land to California, and Green Stickie money would only need be u sed for minor improvements and sanitation facilities where needed. Otherwise. they'd be getting a giant Gre en Stickie park virtually for nothing, and could stretch the O ff Highway Vehicle Fund still further. Now, somebody tell us why it's impossible. California has been closed since spring this year, . and the owner has been casting abou t unsuccessfully to find another park operator. Now the thought occurs, both to the owner and to some ATA trials folk, why not sell Rawhide to the State for a Green Stickie park? While tentative feelers are going out in that direction, a more ominous note sounds, right at press time. On Monday, June 28 (which is press day at CN) the Elsinore City Council meets to hear certain citizens ask that Rawhide be "shut down" - not allowed to operate as a bike park. Is it just the routine bike-haters? Or does somebody want to subdivide it and sell a coup le million dollars worth of ticky-tacky "ranchitos?"
