Th e permit, he elaborated, was good fo r five year s on ly and Christmas Canyon was not to be closed to the public. Riverside District 'BI-\ I office was also helpful and courteous. No , they knew nothing 'ab o u t a fence out there. No application form had been filed. "A fence, you say? Well, we11 send rangers out righ t away to check it out." Two days later Riverside called back to say that there was no fen ce across Christmas C a n y o n ; perhaps my informant had been confused. So I calle d the desert rider back. He was very firm and positive . "There may not be a fen ce there n ow but there was a fe nce there last weekend. Across a public road, a m ile o utside the Naval Range bo undary. " Thoroughly co nfused, I drove out, cam era in hand, to take a look. Lo and behold. A fen ce . Stretched firmly ac ross the Navy Access Road, the guardhouse, 10 0 yards or so farther to th e m ou th of Ch ristmas Can y o n , and across the p u blic ro ad . It 's been th ere fo r aw hile - lo ng enough for seasonal rain s to have washed it o ut partially, with so me my st eri ous help fr om a b ulldozer. The guard was friendly . The fence had been there before he cam e, it was on Navy p ro perty, he didn' t know any thi ng about it reall y. Th e map s on the guardhouse wal l clearly showed fence and guardho use t o be one mile ou tside the Navy boundary. 'The guard shrugged. "You never know what they (wh o?) are doing." Back on the phone to Riverside. "Oh !" was the elaborately inn ocent answer. "You mean that fen ce across Christmas Can yon. I knew about that fen ce. I thought y o u meant another fence. " All of th is left me standing with jaw hanging loose. He added that it was and is his feeling that Christmas Can yon should be le ft open to multiple use because of rockho unding in terest in th e area. Couldn't q uite pin hi m down on wh y the fence was up in the first place , an d why BL"I h as done no th in g to try to have it removed. Still curio us, I called the public information n um ber fo r th e Navy in China La ke. After being cut off twice and tran sferr e d like a ho t potato to five differe nt people, one kind man fina lly !rave me a differe nt n umber to call. This ti me th e p hone was an swered by a lad y wh o had no idea why th e cany o n was fenced but wou ld try to find out an d call me back. An hour later she did call ba ck. Said she 'd talked to at least a do zen people but all she co uld find o u t was that "The fenc e is o n o ur property . " Finally tried BLM m Bars tow because I'd tried everything else and be cause there's a y o ung man in Barstow who sometimes forge ts himself and gives o ut with a straight answer. Voil a ! An ans wer! I think. Seems th at, just for the asking, the Navy o bta in ed t itl e to a zigzag strip of land for the stated purpose of bu ildi ng the access ro ad. Th e strip is a quarter of a mile wide, and is n o t the usual righ t-o f-wa y , 100 o r 5 00 feet from the cen ter of th e road, but clear title to a zigza ggin g sn ake tr ack . In practical terms, the Navy is pe r fectl y within its rights to co n str uc t two zigzag fen ces a q ua rter mile ap ar t alo ng th e len gth o f their acce ss road at taxpa ye r ex pense. Th is inane land gr an t has alread y allo wed t hem to close o ne pub lic road an d prevent ro ckh ounders an d o t her recreationalists from using Chri stmas Can yo n. I still can 't really guarantee the acc u racy o f th is explana t io n b e cause Barstow BLM station promised t o send me a co py o f the act o f Con gress t urni ng the land over to the Navy, bu t so fa r h as n ot done so .
