I am an ex ·250 Expert, now a student of Natural Resources Management at Cal Po ly State in San Luis Obispo, Cali fornia. I am attempting to research po ssible methods of rehabiliation of areas use d by O RVs . If a n y one has any co nstru ctive ideas and /or knowledge on how rehabilitation can be ach ieved , I'd ap preciate hearing fro m yo u. The BLM, Sierra Club, ED F, etc. have all expressed in t er est in my project . I am a little disappo inted wit h the lack of publicity you give to public meetings which involve the future of off-road riders. Not racers, just trail riders and amateur enthisiasts who buy most of yo ur copy. Your news coverage and editorials co uld get some people involved and maybe hel p all cy clists . Cyclists need a pub lication which wo uld look in to the o ff-road riding problems t hroughou t the west. How abo u t it? DAVID BASKIN Lak e Isabella, Calif. Keep your eyes on bo th Papa Wealey's colu m n and on th e Opin ion Section, becaus e that's wh ere the act ion is on land use and oth er polit ical issues . . . Editor MIC responds to lightson observations In the interest o f acc u rac y , the ro ad test article by Chuck Clayton co n tains some ob serva tio ns regarding ligh ts-on law s, lighting sys tem performan ce and tec h nical recommendations th at should be reviewed fo r th e benefit of your readers. The co m men t th at the ta illight bei ng on during daytime operation of the lighting system is "one dangerous aspect o f the lights-on feature th at should be tended t o at on ce," is a tot ally subj e cti ve view wit ho ut foundation. Th er e is n o evid ence to in fer an y dange r in th e var ious aspects o f lights-on operati on. Po ssible differ e n c e s in th e notice ab ilit y values o f goi ng from lights-off to lights-on, o r from a reduced ph otometric to a higher photometric o u tp u t va lue c e rt a i n l y m erits co nside ra t ion and is inde ed something the co uncil has raised fo r dis cuss ion in any review of potential running light sy stems c o n f ig u ra t io n. Th ere is, however, no available data base with respect to daytime rear end collisions under co nd it io ns of lights-on vs, lights-off, during motorcycle braking mode of o pe ration th at will support any concl usion in t hi s area. On the contrary , the argume nt c o uld be made that noticeability will be increased across the total operating spectrum wi th the tail ligh t in a steady burning state. T he fa ct that state enacted mo to rcy cle ligh ts-o n laws do not require burning the tail light in dayti me is no t germane. States have no standing with res pect to this issue sin ce federal mo to r vehicle safety standard 108, which is pre-emptive and co n tro lling, requires that " tail lamps on ea ch vehicle shall be ac tiva ted when the head lamps are ac t ivated in a steady burning state." Manufacturers are well aware of lighting st an dar ds, and their ma chines are designed ac cord in gly . An y recommendation th at the owner re wi r e his veh icle to in corporat e switching or other devices in t o the Ii gh tin g system is, in m y view , ill-advised, Su ch actio n would certainly vo id an y warranty protection against elect rical s ystem de fe cts. The recommended modification, although not likely to be co nsidered an illegal action in itself, would obviously take the vehicle out of co n fo rmit y to those equip me nt performan ce standards prescribed for street legal machines established at the federal level and recognized by the states in their registration a n d inspe ct ion re q uire me nts.
