We a re p aying fo r a lice nse fee th at has shown no tangi ble benefi t fo r th e ORV en th usias t . How much has been paid in fees since the beginning of the program ? With a car lice nse you get mo re highways and maintenance of streets and highways fo r the fee. The ORV fee gives you no th ing similar. Ins t ead , I understand it is a pportioned out to cities or counties and usual ly ends up in a general fund that is of no benefit to the ORV owner. One of the problems is p ro bably that the apportionm ent to each local agency is so small that it ca nnot be effectively used to establish and maintain ORV rec reation areas . I would propose that all funds be withdrawn from the local agencies and hel d in a m as t er fund, in order to have a large single overall fund. An overall manager of this fund should be established (maybe he already exists?) an d do the following things : I. Contract with t he U.S . Fo re st Service to maintain an d ex pand motoreycle and 4WD trails and ro ads (rig ht now they are bei ng cl osed partly d ue to envi ronmentalist action a nd partl y due to lack of m aintenance funds). 2. Ap portion mone y to local age ncies based up on viable proposals to th e fund ma nager. T hi s would al low larger am ou nts o f money to th e loc al age nci es reall y intereste d in es tablish ing ORV ar eas. In th ese ways o u r money co uld be eff ectively used. Right now it is a ripoff do wn a rathole. N. C. Little, if any of your aut om o bile license fee goes toward highway construction or maintenance; m ostl y it is a property tax. High ways are funded out of gasoline tax. See Guest Ed it orial in this issue . . . Ed. No babbling brook In regards to the "Snake River Controversy/' we were there and it was no rip-off. We arrived Monday before the jump. and set up camp. The campgro unds wer e nice, no dust, no dirt, just nice grass. They had ple nty of poopers which we re pumped daily (t hat is until Saturday nigh t). The week was full of activities. Tuesday the re was qu al ify ing for amateu rs. Wednesda y the amate urs raced. Thursday t he pro s quali fied and Frid ay they raced. I mus t say . this was one of the best p ro races ever to be seen. As a racer I felt the course was superb. considering what they had to work with. Thanks to Bill Uhl and friends . cc to sit As a spectator. it was under the cottonwoods an be able to see the whole course. Evel was there to hand out trophies to the amateurs. Afterwards there was free beer ordered by Evel, Saturday was a day of rest, but Saturday night sure wasn't. Thanks to a few raids, there was plenty of free beer., As the nig ht grew a bit chilly, bon fires were started. b ut since the re was no wood. the poopers were lit. What a party. The party alone was worth the $25 . As for Sunday. the day for the jump, after seeing the river for the first time, I realized it takes a helluva man to give his word that he would attempt to jump it. You can't spend S6,OOO,OOO when you're dead. We had a great time and it was definitely worth the money. CHRIS HENRY CANDY NILSON Reseda, Calif. Dear Mr. Ulrich: It is a bit perplexing to see continuing, and I feel unjustified, raps at Senator Tunney in Cycle News. We have tried. in good faith . to cooperate with you and Cycle News, and I am tru ly sorry if you have chosen to see it otherwise. It is simply not tru e that Senator Tunney regards the concerns of motorcyclists as of very lo w prio rity. I to ld yo u by telephone on th e eve of th e Se nator's de par ture fo r California in Augus t , of 19 73, th a t given h is already co mpleted an d heavy sched ule of Senate Commerce Co mmittee hearings on inflation and consumer problems , the interview for that particular trip wo uld just have to take lo wer p riority. Yet, Cycle News con tin ues to imply that Se nator T u nney is u ncoopera tive, unresponsive and uninterested in the concerns of motorcyclists. [ really believe that is an unfair distortion of the facts, and I regret that you continue to convey this distortion in your publication. The problem is made even more aggravating by the fact that your views are not made known to us directly , but through edi tor's notes, editorials and the like that comes to our allen tion here In Washington, D.C. I think it pointless and un productive to carry out a feud through the columns of Cycle News. One of the reasons giuen fo r refusing an inter~iew was that Tunney was busy with hearings on the appointment of Elliott Richardson, uihose appointment. at the time of OUT conversation had already been confirmed by the Senate. Senator Tunney neuer answered a single corr esponden ce from persons writing to him as part of th e 1973 Cycle News History repeats itself! At the 1973 Stumpjumpers desert race Tim Ralph was the overall Amateur division winner. In Cycle News that credit was erroneously give n to ano ther rid er. Again this year in t he Stumpjum pers Hare Scrambles Tim (93X) was the overall Amateur divisio n wi nner and there was no mention of it in the Cycle News repo rt. In fact, except for the Open class Amateur winner, Jim Stewart must not have been aware that any other Amateurs raced. Same goes for Novices - only the overall winner and lose r mentioned. All the guys ride hard and deserve some recognition for their feat. Try to get the divisions and class winners in the report. not just the Experts - we all know already who they are!
