The government is tell ing y ou in bla ck and white that you have used up all legal means of recourse, that yo ur rights no longer exist, th at you must choose, o nce and ' for al l, to knuckle under o r revolt. So mu ch for the right to risk, if yo u play by the government's rules. That 's sad . be cause a si zeable n umber of u s do 'believe in that right, and time is run ning ou t for effective co mpro mise.
