John Tunney and the Case of the J\l rr '( ~I , ~ -.'1 Joh n Tunney sent h'is letter in reply to Karen Sprenger 's lett er com pleting a checkpoint of the Political End uro. Ulric h never received any letter from Tun ney. As fo r requ es ting an interview in L o ng B ea ch, Ulrich act ually requ est ed an interview anywhere in the co ntinen tal Unit ed States. Ulrich co uld no t ge t in to sec Tu nn ey during his last two trips to Washingt on D.C. (A pril 19 73, Sept ember 19 73), was no t notified that Tunney would be m eeting a Woman s club in Whittier, Californ ia (tw o miles from Ulrich s h ome) last spring, and was to ld by Tunn ey's pr ess se cr etar y that th e interests of mot orcyclists wer e "very low priority. .. O ct ob er , 1972 was Ulrich s f irst attempt at getting an interview . It has only taken 21 months to get anything out of Tunn ey . In co ntrast, Alan Cransto n replied within on e month of Ulrich's initial int erview request . . . Ed. Because of the difficulties in working o ut a personal interview in Long Beach, the associate editor of Cycl e News, Mr. J ohn D. Ulric h, agreed last spring that it would be sat isfacto ry to send me written questions to which I I~ 1 pending before th e fu ll Co m mit tee. Th e legislatio n is not intende d to f ence the public out of open spaces; rath er it strives to balan ce recreatio nal uses with environmental pr eservation. "Th e Land Usc Policy and Planning Ass istan ce A ct has passed th e Senate and is now pending before th e House of R epr esentatives. I supported th e Land Use Bill b ecause 1 f elt it pro vided a fi rst step to ward providing a mechanism by which reasonable d ecisions co uld be made about land. 1 believe we must realize that land can no longer be seen as a co m m odity to exploit. It is a resource for all A mericans, The Land Usc Bill would, f or ' example, give adjacent cities a forum to air differenc es abo u t h ow d e v elopment should pro ceed. In other words, it m ight preclude having a large ind ustrial park next to another co m m unity 's wildlife refuge. "The bill d oes no t interfere in any way wi th an individ ual's rights under the Constitu ti on. " Since th at letter , three sign ificant c ha n ges have occurred. First, an amended no-fault insurance bill passed t he Senate o n May I, 1974 by a vote o f 53 yeas to 42 nays. The legislation co nscio usly allocates the r esponsibility for reforming the au t o mo b ile accid en t c ompensation sys tem between the Federal Government and the fifty state would reply b y mail. I di d so nearl y three months ago, but appar entl y Cycle News has n ot publish ed th e interview. T he te xt o f my lett er t o ~Ir. " T he leg i slat io n will provide co mpe nsation f OT econo mic losses and medical and rehab ilitation ex penses fo r eve ry in dividua l inju red and the survivo rs of every individ ual killed in a 7110 to r vehicle accident, wit h the exception of converters and those who i n t entionally injure themselves or others. "With regard to the California Desert Bill, 1 cosponsored legislat ion with Senator Cranston which would provide fo r a managemen t study of the area. It is ex pec ted that t he Senate Interior Committee may include this pr ovision in th e Organic Act fo r the Bureau of L a nd Managem ent which is no w go ver nmen ts. Each sta te is given basic national standards . As you kn ow, motorcyclists ar e r arely at fault in ac cidents, but under a no-fault system this fact would be ignored thus increasing insurance premiums for motorcycle owners disproportionate to other forms o f transportation. Thus, when th e Bill was co nsid ere d , I supported an amend ment which would allow states to exempt motorcycles from the legis lation. The amendment was adopted. Sec ond, a provision was included in th e Organic Act for the Bureau of Land Management to inventory the California Desert in terms of highest an d best uses. I believe this is an importan t step toward maximi zing public use o f the Desert while minimizing environmental degradation. Third, th e Land Use Bill was not by the Ho us e of a p p r o ve d Representatives, and the legislation is de ad for th is Congress.
