In the legi slation which I have su p ported, m o t o rcy cl es are excluded from the re q uire ment to carry n o-fault c o ve ra ge , O Uf studies indica te th at although the co st of automobile insu rance should go down fo r th e average motorist if n o-fau lt is enacted, motorcycle operators m igh t have to pay higher p re miu ms. Th is is becau se of th e greater risk of injury to mo t orcy cle operators. At th e sa me ti me. it is reco gnized that m o torcy cl ists are no t at fa ult in about 75% o f the accide nts in which th ey are invo lved. Our situation is si.nil';;' to paying sales tax on an au torn o bile then road use tax to operate it . Both are valid. The real prob lem s are t hat : I) Privat e ci tizens engaged in casual hauling of personal goods (stones, tires, bikes, er c. ) are not exe mpted fro m needing co mmercial plates. 2) We have simply not yelled enough to have a gree n sti ckie m o n ey spen t properly . Many potential ar ea s have been st udied with an eye towards state ac qui siti on. 2. The tw o motorc ycle parks referred to, Carnegie a nd Hollister Hills, a re both in p riva te o wn ership and are no t s tat e faci li ties. We expect that fees fo r da y use and (w he re a p p ro p ria te) ove rn igh t ca mping will be charged at State Ve hicular Recreation Areas , as at a ny other un it of the State Par k S ystem . We are, however , giving serious conside ration t o adj us ting th e fee structure t o give adv antage to those w ho se mach ines are registe red as off-highway ve hicles. Fees at th ese facili ties go back to th e OHV Fund . 3 . There is no emp hasis on th e sno wmobile beyo nd seei ng that a fair share of the OHV Fu nd is us ed for th is activity. Sno wm obil es h ave been req ui red to be registered since 19 6 9 an d money co llected fr o m this registrati o n program has acc u m ulated in th e O ff-Highway Veh icle Fund. T he money paid in to th e regi str ation program by snowm obiles is what is bein g sp ent on maps an d signing fo r sn owmo bil e a reas. By th e same token we ex pect that m otorcy cles, d irt bikes , and m ini cy cles wi ll en joy their fai r share o f the OIlV Fund. In fact, all three local grants were for cycle parks. 4. The Department o f Mo tor Ve hi cles in fo rm s m e that t he pen alt y sched ule pr in ted on t he ren ewal no t ice was o nly for th e co n ven ience of those late regis tra n ts reali zing th ey o wed a penalty fee an d not wishing to make a specia l ca ll or tr ip t o the DMV office to fi nd o ut how much money they o wed. It is the o bligation of state go vernment to manage its lan d holdings for th e greatest be nefit of the ge neral public, to allow reasona bl e use while pro tec tin g the resource, and to t ry to see that future generation can enjoy these re so urce s as we do today. As yo u know, t h is req u ires difficult decisions to reach a balance between th e d eman d s of the various poten tial users of o u r lan d s. I should poin t o ut that the state go vernment o w ns an d m an ages only a small fractio n of the la nd in Cal iforn ia ; the Cali fornia Departmen t of Parks and R e cre a ti on o w ns only a bo ut eig h t-te nths of o ne percent of the land in t he sta te .
