torque of a Sherpa (or any o ther righteous 250). That's bad? No, that's good, if you can stand a little frustration. If you hit a particularly nasty section at the wrong speed, in the wrong gear, with the wrong amount of throttle on, the Sherpa 's torque will usuall y bail you out of trouble , often without letting you know you made a mistake. The little Honda in th e sam e situation will dutifully announce th at yo u made a mistak e - b y dy ing right in the middle. Consequently, you have to rid e ab out twice as far ahead of it as you would a more powerful bike . July 2, the y start writing tickets. If you're out of your garage with your scooter wi thout a green OR V tag, then I hope it has a licens e pl ate. The traffic cops will wan t to see on e or the o the r on every motor vehicle in the state. Why ? First, ORVs are numerous enough to attract a tte n tio n and" have been for some tim e. G overnments being what they are , the state feels it needs so m e cen sus of the OR Vs cu rre n tl y in use. They tr ied a voluntary system while exem p t in g racing machines and vehicles op erated on ly on private property an d tha t d idn 't work; less th an 10% o f ORV s i n Cal rforn i a h ave been volun tarily regi st er ed. Lots were ticketed, how ever. Se cond, the hulk of the S 15, two-year registration fee w ill go to provide ORV recreation land and management. About $5 of your biennial fee goes to the Stale Parks and Recreation Department's special ORV recreation fund and can only b e spent for our benefit . Another $ 6 goes to your county , part of which they take in lieu of taxes on your pleasure: machine (wh ich they could otherwise add to yo u r property tax) and the balan ce can be spent only "for the purposes of ORV recreation . " This wording leaves it up to your cou n ty supervisors whether to spend their share of your fee encouraging ORV sport or trying to stamp it out. Unfortunately, both approaches are curren t1y being tried by various California counties. The remaining four dollars pays for the ORV paperwork and the green ORV tag itself. _ The catch is, the government doesn't have to spend the green stickle money if it doesn't want to. The state and counties can leave the OR V funds untouched, in friendly banks which pay no interest, but which often give stock to frie ndly politicians. Every year the ORV cash-on-deposit grows, the bank lends it at high profitable rates of interest, a nd the bank shareholders get richer at our expense. It is easy fo r politicians not to spend O RV m o ney for ORV land , etc. because they are under very little pressure to do anything to benefit ORV recrea tion . After July, the flood of ORV money should enable our government to afford vast acreages and miles of trails for us to enjoy . If not, we will have to elect a new government to deliver what we are paying for. In either case, m otor-recreationists need to ap ply pressure to the politicians to get what they want and deserve.
