A second po r tio n of Friday's m ee t ing was devoted to legislat io n relating to trails. Rig,!i no w t here is a flurry of new bills relat ing to trails an d open lan d usc , and it's quit e d iffi cult to know whic h of them will affect u s a nd b y how muc h. One that will certain ly affect us a great d eal is the ' 74 Park Bonds Act. All of yo u wh o arc registered voters will b e as ked to vote o n this issue in J une . It p rovides $25 0,000,00 0 in to tal fo r th e im p ro vem en t of th e Sta t e Park Syst em. Of th is, $90 m illion is to go to local gove rn ment fo r im p rovemen t of t heir park facilities ; $ 10 million wi ll go to th e Wildl ife Services : $15 m illion to acq ui re more la nd for existing parks ; $67 m ill i on will go for major park acquisitions: and $2 million will go for hiking, horse and bic ycle trails. We com e in for $1.5 million fo r the acquisition of O ff·Highway Vehicle Areas (n o t trails) . So far, the only planning that has occurred for the usc of our portion of the funds, (should the vo t ers approve the Park Bond Act) is a tentative plan to purchase EI Mirage Dry Lake, a project that some unofficial so urces est im ate might co st in the neighborhood of $. 5 m illion, or roughly one third of our portion. This Bond Ac t, of course , has benefits for us as resid en ts as well as motorcyclists, but it is al so very costly. I' ll inv esti ga te this fur t he r and report on it in greater detail before th e elec ti on . The Collier Hostel Bill, SB 42 0 , is a n o t he r t hat cou ld affe ct us b en ef icially . It would appropriat e som et hing in excess of $ 2 m ill ion t o build a string of hostels up and down the sta te similar to th ose of th e Am erican You th Hos tel sy st em. These arc ch eap, prim itive shelters for the use of pe opl e o n t rails. The y are in te n de d fo r horsemen , hi ke rs, skie rs, b icycli sts, and so on, with the em p hasis on youth . B ut, a c c ord in g to t he Trails Commission , th e re see ms t o be no reason why such ho st els co uld no t be loc ated at th e in te rsections o f O HV Trails and o ther tr ails to m ak e the m ava ilab le to us as well. One o f th e concerns o f the workshop portion was a d ocument that is a rudimentary pl an for a Parks Trail system, a so rt of "This is how we 'r e goi ng to go abo u t building a T rail syste m if th e D u nlap bill or o ne like it goes through a nd if we get so m e money t o do it." T hi s see med to me to be so p remature th at it was more like day-dreaming than us efu l wo rk. Bu t the Parks sta ff p repar ed the plan and the Trails co m mi ttee d uly wen t th roug h it and m ad e comments and modifi ed it. T hen t here were a series of presenta tions an d these I fo u nd most imp ressive. Each o f the presen ta tions was so me kind of a trai l which so meone had be en working o n , sometimes with so me state m oney, so metimes on their own. T he real ly import ant thing is that these arc trails that th e Recreational T rai ls Committee d idn' t know anything abo ut at all. This workshop was how th e y fo und o u t that su ch trails were possible, feasibl e (o r not), and what the major problems wer e and how they could be solved. In b iology , th e search is alw ays on for the "missin g link," the one " t hing" th at has the charact eristi cs of both man and ape , or bird and rep tile. These p resentations seemed to me to be such a " mi ssing link" con necti n g the trail builder/user/dreamer/designer to the bureaucrat/legislator. One o f the pr esentations was for a Sacramento River Trail for boaters, primarily ca no eists and kyackers. This ' " tr ail " would extend from Redding to Colusa and it was studied by a fellow named Dale Wilson who is an employee of the Parks Department. The stud y was done on his own while he was up in the ar ea doing other th ings: 1 have no doubt that some funds intended for other things as well as some department time went in t o th e project, but it was p robably one o f the most worthwhile , if not quite official expenditures. Dale cam e in with some zero xed maps showing th e portion of the river _ that he thought should be a trail. On it we re mileages of various spots of interest and proj ect ed cam pgro u nds . After we had had a chance to look those ov er , he presen ted a slid e show. When t he chairman saw th e number of slides he intend ed to show (ab ou t 200), he was d ism ayed a nd told him he 'd ha ve to cu t it down, but in the end I th in k he showed all o f them a nd th ere were no objections. He ha d t ak en several friend s d own th e pr ojected trail and ph otographed as he wen t. The p h otos in the mse lves were beautiful , b ut in addi t io n t hey sho wed all sor t s of u se ful thin gs. He sh owed t he water a t th e time th a t th e trai l wo uld be used, sm ooth an d pl acid , and con trasted it wit h t he win te r turbulan ce 'whe n it co uld n ot be u sed . He showe d the hazar d s, littl e spill wa ys and d ams that would have 10 be .d ea lt with, and a ferry t ha t cr o ssed th e ri ver that a boater would ha ve to avo id. He sh owed the t yp es o f boats used , an d described th ei r safety fea tu res a nd co st. He sho wed m an y of th e pr o spe ctive cam pgrou nds, explai ne d tha t so me o f them were accessible bu t so me were islands in th e m iddle o f the ri ver.
