Forest Service has released its new proposals' for regulation of off road vehicle (ORV) used on Forest Service administered Federal lands. Anyone who wishes to make comment on the regulations should submit them in written form before December 24 to: Departmen t of Agriculture, Forest Service, Division of Recreation; Rm_ 4242, South Agricultural Building: Washington, D.C. 20250. When looking at the regulations, take special note of the provision that no ORV shoufd be operated "In a reckless, cardess, or negligent manner" or uln a manner likely to callie excessive damage or disturbance of the land, wildlife, or vegetative resources." Under these two provisions, it would be up to the local Forest Ranger where you are riding to decide if what you are doing violates them. If he is a biker, you probably won't have too much trouble.
