BLM released its "Critical Interim Management" plan November 1. The conflict over ORV recreational use of the Federally-owned and administered California desert lands will not end when the BLM finishes its comprehensive long range plan for the California desert in an estimated two years. The plan is only the first of many. Executive Order 11644 (issued in February 1972) calls for management of ORV use on Federal lands. Each segment of Federal land available to ORV use will have its own ORV management plan. Instead of continuing their urecreationaJ range war", both the Sierra Club and the ORV groups should work with the Federal agencies determining land use under EO 11644, tJnd each other. Instead of leaving the creation of a compromise to the Federal government, policy-making level leaders of both the Sierra Club and ORV groups should sincerely seek to understand the concerns and values of the other viewpoint. Both sides should acknowledge the concerns of the other, and work with the government agencies involved to ensure:, an equitable balance answering the question of ORV "se of Federal lands in California. • The views expressed in this column tJnd other columns appearing on the following ptJges are solely those of the tJuthors tJnd do not necesstJrily reflect . the officitJl position of Cycle News West. Judge William B. Enright Bultaeo Matador 6 Day *' 16 GOLD MEDALS ~12 SILVER MEDALS Tuesday denied.a preliminary injunction sough t by the California Association of Four-Wheel Drive Clubs, Inc., against the BLM program. Judge Enrigh t said there has been no showing of vagueness in the BLM program and no evidence that the Bureau had acted arbitrarily, nor had the plain tiffs shown irreparable injury. He said he will rule November 26 on a motion by the United States to dismiss the entire action on grounds that the court does not have jurisdiction. At that time the case will either be dismissed or set for trial on the merits of the request for a permanent injunction. The Bureau of Land Management announced the interim critical management program on October 31 for use of more than 12 million acres of national resource lands on the desert. The program, which became effective November I, is designed to eliminate resourc~ and use conflicts, protect 'human life and property and halt the destruction of natural resources in the face of tremendous growth of recreational vehicles on the California Desert. J. R. Penny, BLM California State Director, said visitor use. rose from 5 million visitor use days in 1968 'to more than 11 million. last year and is continuing to grow. The management program allows recreational vehicle use of about 88 perce"t of the desert on designated or existing roads or trails. An additional six percen t 0 f the desert is open to vehicle use with virtually no restrictions, while approximately three percent is closed to vehicular access, but not to access or use by non-mechanized means. Travel is allowed only on public roads on three percent of the desert where BLM and private lands are closely intermingled and the greater proportion is private. _ * *EUROPEAN TRIALS CHAMPIONSHIP 1'1{ 14 BRONZE MEDALS IN THE LAST 5 YEARS!
