Page 35 October 9,1973 some other department which respond to, our needs. will Green Stickies Pay For Bike Park In 1962, representatives from various local motorcycle clubs approached the County of Sacramento with a request to set aside some public land for off·road motorcycling. In 1962, at the most, there were no more than a couple th ousand dirt·bikes in Sacramento County, SO local motorcyclists were quite pleased when a 35-acre site was established ncar the American River in C.M. Goethe Park. Now there arc 42,000 dirt-bikes in Sacramento County and the original 35·acre site bas dwindled to 28 acres. But we haven't been idle. Since early 1968, local motorcyclists have continuously hammered away at the County Board of Supervisors to provide a larger and safer off-road vehicle area. For several years, the 'County Fathers' proclaimed that they heard our pleas but there wasn't any money for the project. With the advent of the 'green stickie' (OHV Registration) program, the County Supervisors began to look at our problem in earnest. It would take days to recap aD of the events which followed, but one of the highlights was a 'parks and recreation bond issue' given to the voters last November. Even though it included a' much-publicized item caDed a "mechanical park" at the tunc of a half-lnillion dollars, the bond issue was overwhelmingly approved. With a half-million dollars earmarked for a umechanical park", the Sacramento County Parks and Recreation District went to work in earnest. Under the leadership of Parks and Recreation Director Jim Malcolm, who had long advocated such a facility, an advisory committee was established and site selection got under way. A site approximating 800 acres was selected ana negotiations with the property owner began. This was not without problems, because the Sierra Club (true to form) opposed every site but an abandoned garbage dump and they weren't too sure about that. At this point in time, the Sacramento Co un ty Parks and Recreation Department'is completing the purchase of the selected site. However, it will be nearly two years before the area can be used for its intended purpose due to the necessity of compiling Environmental Impact Statements and Reports, as required by law. Then, too, certain facilities must be established before the new site can be used. either a "green stickie" or a license plate on their bike. rAnd still another involvement, is that the California Department of Motor Vehicles will establish a 'sub-station' at the site to ensure everyone the opportunity to usc the facility, after obtaining a 'green stickie', if they don't already have one. A few other requirements must be met to use the new, interim facility. However, they appear quite reasonable. 1. Riders must wear helmets (except for trials events), full leg coverings, and hard-soled shoes. 2. Bikes must be equipped with mufflers, spark arrestors, operating brakes, and the 'green stickie'. 3. Operators over 18 years of age must possess a valid Operator's License. 4. Operators between 15~ and 18 years of age must possess a valid Operator's Permit and a notarized assumption of liability from their parent must be on me at the facility. 5. Operators under 15~ must be accompanied or under the supervision of an adult and a notarized assumption of liability from their parent must be on file at the facility. The parent may accompany children under 18 at the time of their 111'st visit to the facility . .A Notary Public will be on hand at aD times to notarize the necessary forms, which will also be provided free of charge. The County Parks and Recreation Department is strongly consideriIlg other plans which will only create improvements. One' such plan is to provide free secured storage for mini-bikes and larger bikes, thus aDowing youngsters to leave their machines at t1ie facility. Service organizations such as the YMCA will be caDed upon to provide shuttle-bus service to the facility, thus allowing youngsters below licensing age to use th,e facility when parents are unable to transport them. How about that?! All in aD, Sacramento motorcyclists are quite excited with the prospects of this new, itcrim facility and especially the permanent facility which will be made available later on. Ulrich Interim Plan LOS ANGELES, CAL., SEPT. 18 Due to the overcrowded and unsafe nature of the existing 28·acre site in C.M. Goethe Park, and due to the objections of neighboring landowners to noise and dust, this site of II-years standing was closed on September Ist of this year. But, aD is not lost! The County of Sacramento is. so much aware of the need for a "mechanical park", that it has negotiated the two.year lease of a 355-acre site to be used as an off-road riding area in the interim. It opened on September Ist, the same date that the existing site was closed. It can be used immediately because it is situated on land which is under permit for such usc as the McGill Motorcycle Park. All basic facilities arc already available in the form of paved parking, more-than-adequate sanitation, water, electricity, and concessions. The area also includes a large, modern Duilding which can be used by moto~ycle groups for meetings, parties, dances, etc. The "green stickie" program is involved in this iterim facility in several ways. First, the half-million dollars approved by the voters for a mechanical park, cannot be used to pay the cost of the land to be leased as an interim measure. However, that portion of the OHV (green stickie) fund which is available for use by local governments can be used for such purposes and it is the in tent of Sacramento County to apply for sufficient funds to cover the $33,000 per year lease. This will make Sacramento County the first county 'to make usc of the "green stickie" funds provided that aD necessary approvals are obtained. "Green stickies" are involved in another way and that is a requiremen t that users of this free facility must have Most motorcyclists do not usually think of the Sierra Club, a national conservation organization with about 80,000 members in California, as being composed of persons interested in looking at motorcycles. Other ORV related topics discussed at the meeting included a new Sierra Club film concerning the ORV land usc situation in Southern California. In the movie, Joe Fontaine, Sierra Club Vice President, admonishes "We can't go on with our recreational range war... the conflict must be resolved." . Joe Edmiston answered charges that the Sierra Club backed out on deals negotiated with ORV groups through the Off-Road Vehicle Advisory Council put together by the BLM. Edmiston said that the Sierra Club representatives to ORVAC were not authorized to make deals, and that the Club never stated that it was boun~ by ORVAC majority votes.
