(2) "Four Stroke Engine" an in ternal combustion engine which requires four strokes of the engine's pistons for a complete cycle of operation. . (3) "Two Stroke En~en an internal combustion engme which requires two strokes of the engine's pistons for a complete cycle of operation. (4) "Registration" - the action of a State allowing a vehicle to be operated on the streets and highways in thaL State during a defined period of time. (5) :'Registration Period" that period of time for which a' vehicle is allowed to be used wi thin the State. B. This section is applicable in the Metropolitan Los Angeles Intrastate Air QualiLY Control Region. C. As of janWlry 1, 1974, or any registration period which commences during the calendJIr year 1974, the State of California shall not register in the Metropolitan Los Angeles 1ntrastate Air E. After January I, 1974, no person shall operate any motorcycle on the streets and highways of the State within the Metropolitan Los Angeles Intrastate AQCR which is not validly registered by tile S Late of California or by another state. F. No later than October I, 1973, the State shall submit a detailed compliance schedule showing steps it will take Lo implement and enforce these requirelJlents, including the text of needed statutory proposals and needed regulations which it will propose for adoption. COMMENT Testimony both for and against controls on motorcycles was received, including commitments from motorcycle in terests to bring the presen t high level of emissions down to the vicinity of those achieved by automobiles. Since neither widespread testing methods nor technology appears to exist at presen t, it is proposed that Lhe worst poUu Lers two-stroke motorcycles not be allowed to operate during the smog-prone daylight bours in the summer months within the Basin. In addition, an overall lid on the increase in numbers of motorcycles is proposed to prevent counterproductive shifts from automobiles to motorcycles as a result of other elements of the control strategy. The A gency will evatuate the feasibility of establishing emission standJIrds for new motorcycles and will evaluate the availability of motorcycle emission control technology for meeting emission standards and for retrofit. SUBMITTAL COMMENTS OF WRITTEN Interested persons may participate in this ruJemaking by submitting written comments, preferably in triplicate, to the Regional Administrator, EPA, 100 California Street, San Francisco, CA 94111. All relevan t commen ts received before July 10, 1973, will be considered. Receipt of comments will be acknowledged, but substantive responses to individual comme n ts will not be provided. Comments received will be available for public inspection at the regional office. The final promulgation of regulations for the Metropolitan Los Angeles Intrastate Air Quality Control Region will take place on August 15, 1973.
