That young desert city has a motorcycle racing track called the 395 Cycle Park. It's Hin Adelanto," but Adelanto has lots and lots of space. The racing track is an estimated three to five miles from "downtown Adelanto." The park was licensed for Saturday-night-only motorcycle racing by the county before Adelanto was incorporated. Now the owner of an adjacent strip of land, 10gether with several other landholders is seeking Lo have the license revolked. This is several years after the owner, acting under a valid county license, has been working and spending money on the track. 1l brings in Lo question the validity of local govern men t. Can a businessman assume that the permit given to him by legally consti tuted authority is valid? Can he pu t his money on it? In this case, the businessman has, and we hope the Adelanto City Council will uphold the responsibHity of government by continuing his permit. . In any event, as the Adelanto City Attorney points out, the track can't be closed unless it's proved a public nuisance following a public hearing before the city's planning commission. And noise alone, the attorney noted, does not constitute a nuisance. It would seem that the racetrack, offering fun for hundreds of motor""clists and offending the ears of only a few widely scattered residen ts on only one night a week, can justify its existence.
