By Tod Rafferty Cycle News East COLUMBUS, 0., Nov. 16-18, 1971 COLUMBUS , 0 ., The annual AMA Competition Congress met for three days, and there was definitely more competition than Congress. The most succinct analysis may have come from Neil Keen when he Neil complained that the new ruling on falsified medical forms (one year suspension) was "Cruel and unusual punishmen t ." punishment. " This is not to imply that Congress n ot to didn't accomplish very much, b ecause because several important revisions were made. And the structure seems p ractical practical enough; each committee reviewing all proposals,. then presenting the SUrviving proposals, surviving recommendations to the entire Congress recom mendations for consideration and voting. In fact, this is one governing body where the go verning spirit of English Law has survived. Like the House of Commons, the representatives can (within limits) can harrangue and browbeat one another in the British tradition of vigotous vigorous confrontation. This is fine, because it allows room for a few chuckles within an otherwide tedious procedure. However, three days simply isn't enough time to thoroughly consider all the business at hand. At this point probably nobody, t his including the congreessmen, fully knows fu lly just what legislation was enacted. Many items (mostly on professional purse p urse breakdowns) were referred to the AMA to staff for consideration, and many were extensively amended. When the complete minutes are available in a few days, we'll h ave the whole story in black have and white. In the meantime, here are me antime, some of the important highlights:: highlights NOISE: All machines in AMA All AMA sanctioned Amateur events, including motocross, will be equipped with mu fI1ers or silencers and will not mufflers produce sound in excess of 92 db(a) measured at 50 feet. This ruling does not affect Bonneville machines, professional motocross or professional N a ti 0 n a I National Championship even ts. events. Hopefully, exact standards for noise standards measurement are forthcoming. fort hcoming. changes just a whole lot of ellanges in ;usf four days, bUf ,a bunch more are sfill on the way• but a still fhe way. PROFESSIONAL PROFESS IONAL EVENTS: Any rider may request and shall be granted a minimum 15-minute break between the 15 -minute start of an Expert Main Event and the fin&h finish of the previous Expert event. At any event where a flag start is At even t employed, the starter must be on a platform and be visible to all the riders. The starter must have both feet on the on platform before starting an event. an In dirt, speedway, TT and short track TT an alternate may be used to replace a repl ace rider in a paying position, and the alternate will be paid for his finishing position minus an amount equal to last place money, which will be paid to the original rider. An alternate may choose An alt ern ate not to ride the event for which he's an no t to alternate. In a National Championship race the alternate will receive any points he may earn pri or to th e main event, he prior to even t, and the original rider will receive points due to the last p lace finisher in the place event in question only. T here ENGINE DISPLACEMENT: There W.as an important change here. The old was T he rule on 250cc two-stroke and 350cc ru le on four-stroke singles has been revised to allow Novice riders a maximum disp lacement of 250cc for displacement multi-cylinder two-stroke engines and m ul ti -cylinder 360cc for two-stroke singles and four-stroke four -stroke engines o( of any configuration. Some manufacturers will be elated, some won't. A proposal to wo n't. limit TT machines to 750cc died in m achin es committee. Details on the new National numbering system will be outlined when find we fmd someone who understands it. Other items of interest : titanium (rames interest: frames are out; water cooling is in (on approved ou t; machines); gearboxes with more than machines) ; five speeds are in, but possibly not for in , another year; prize monies must .be an o th er .b e dollars expressed in dollars,, not in stars. Formula 750 came perilously close to to an early abortion, but it now appears abdrtion, that International Road Racing events will soon be a reality; stay tuned. Only one machine was disapproved by the th e Safety & Engineering Committee, the &: Rokon RT 340. It was voted approval in the open session. You'll soon I:te hearing be more on that one; possibly a genuine on Godsend to those less than proficient at to clutch/gearbox synchronization. 1972 AMA NATIONAL CHAMPIONSHIP SCHEDULE 1/28 1/29 3/12 4/16 4 /16 4/29 4 /29 5/6 5/21 5/27 5 /27 6/4 6/10 6/1 0 6/18 6/25 7/2 7(9 7 /9 7/15 7/1 5 7/23 7 /23 .7/ 2 9 .7/29 8/5 8/10 8/13 8 /13 8/26 9/3 9(9 9/17 9/23 9 /23 10/1 1 0 /1 Houston 25 lap TT (Night) Houston Short Track (Night) S hort Dayto na, Fla. aoc-mue Road Race Daytona.
