Chet Winter, newly appointed Director of the American Motorcycle Association Legislative Department has directed his first efforts toward manadatory helmet repeal bills in the states of Oregon, Ohio, West Virginia, and Connecticut. Defining the position that is forming his stand in all four areas, Winter has stated ,in a recent letter to AMA members involved, "Headgear legislation bears no relationship to the general welfare and has the sole effect of requiring "n .individual to protect himself from himself, it will establish a restriction upon personal liberty such as to constitute a denial of due process." Supporting this epinion, he points out that the various but similar state mandatory helmet laws have been declared unconstitutional in fourteen courts throughout the nation. In Oregon, Ohio and Connecticut Winter is throwing AMA support behind bills attempting to repeal existing helmet laws. In West Virginia he has advised the governor against signing the state's first helmet law. Several municipalities in West Virginia have enforced local manadatory usage, but, like California, there has never been a state-wide law. and Roy Widener at Trojan Speedway. Mark For the current bills in Connecticut and Oregon Winter expresses optimism. He sees little hope for the defeat of the new West Virginia law, and Ohio he feels may go either way at the present time. Win ter points out that AMA officials may exert pressure only as expert witnesses, and that it is really the motorcyclists in the states involved who have the all-important votes.
