Cily Cou.ncil To ~ r- '" N Change Bik e Law .g lL ~ By Elaine Jones w lUVERSIDE. CAL., J,m. 19, 1971 Through the efforts of concerned cycle riders th'e City Council has decided to take a second look at the newly passed bike ordinances. According to the City Council "certain parts of Riverside should open up again to 0 ff-street mo torcycle riding. ,. The Council directed City Attorney John Woodhead to do what he can to change a new city ordinance that effectively banned motorcycle riding, so that the cyclists can still have a place to ride. A map should be prepared, the council said, that would specify certain uninhabited areas of the city where cycles could be ridden without fear that police would cite riders for violation of the ordiance, which took effect tess than three weeks ago. Under the current ordinance, both the cycle rider and the owner of the land he is riding on must have a permit from the police chief to make the riding legal. So far no property owners have applied for a permit. The reason' cited by many including a lawyer who had offered property and then withdrew that offer was the liability which the written permission placed them. As a result, under the ordinance all off-street cycle riding is illegal in the city. "I thought the city and the police were going to help find an area for the people to ride," said Councilman Sam Digati. City Manager Dan Stone said that all City Property had been examined and the city owned no suitable land. "I wasn't talking about city property," said Councilman Art Pick. "I mean we should find an area on the map where riding would be acceptable and then contact the property owners ourselves. 1t "I say we should remove the problem ~ it ex.isu, .rnd don't worry where it does,)1't exist"~Pick added. "Why can't'" w~ have certain '. areas where we don't cite riders?" asked Councilman Wayne Holcomb. ., Woodhead said that the laws had to be applied equally throughout the city as it was presently written. He added that the first citations had already been written under the new law. The law as it was voted upon reads that you had to have written permission of the owner on your person to ride. It was the job of the police department to obtain the riding areas and the permits. These areas would be makred on a map and distributed to the local shops. The rider would then obtain their permit from the police. The law as it is being enforced requires both permiSsion from the owner and the police. The police can refuse your permit and the one from the property owner becomes invalid. Torsten Hallman Racing, Inc.
