Matt, California Director of Parks and Recreation, has really gone out on a limb for 'our side'. He has taken a very firm stand· that the State of California should provide mechanical parks for recreational vehicles. Mr. Matt has become the subject of many bitter attacks by critics (horsemen, hikers, conservationists, ecologists, etc.) because he insists on establishing a mechanical park at Pt. Mugu. use of Point Mugu as a mechanical park. You can b'et that the"anti-motorcyclists will be there doing their best to keep us out. There is no excuse for you not to attend! There will be two meetings: 2 to 5 p.m. and 7 to 9 p.m. HELP WANTED! Director Matt has stuck his neck out to help us! Now it is our turn to help him (help us)! You can help in two ways: 1. Write a letter to Governor Reagan, State Capitol Building., Sacramento, Ca. 95814, and thank him for putting a man with Mr. Matt's foresight at the helm of Parks and Recreation. 2. Attend a meeting in the Oxnard Room of the Oxnard Community Center on Decemb.er 15th, 1970. This meeting, conducted by Director Matt, is being held so that members of the public can express their views about the We must make a good showing for this meeting. Remember this: Pt. Mugu is where we finally get our foot in the door! If we win this one, we can expect to see such motorized recreational areas throughout the State. . I'll be there! Will you? Or do you intend to stay home and 'bitch' about not having a place to ride? Please excuse the absence of my column these part few weeks, but the final push of our 1970 Legislative Session and the ensuing Veto Session has kept everyone 'extremely involved' at this end. It is all pver now, and we can rest somewtiat easier - at least until January when it all begins again with the 1971 Seasion. WIN A FEW: LOST A FEW ( on t a 1971 King Scorpion Perhaps I should say, "win a bunch; lost a couple!" Because that's about the way we came out. The final results are too lengthy to record here, but this will servie as a brief summary: We failed to obtain introduction and passage of "N eckbreaker" legislation which would eliminate the use of chains, cables, wires, and lines as barricades to public and private lands. We were successful in defeating a proposed $10 increase for Certificate of Ownership~ however the service fee was increased from $5 to $8. And in my opinion, that is the sum total of our losses. On the other hand, these are our gains: We either defeated, or helped to defeat proposed legislation that would require mandatory insurance, wearing of safety helmets,' litter containers, bumpers, special licenses, special identification .plates, stock muffler systems, etc. We also defeated proposals that would prohibit motorcycles on state lanp., within state parks, and on private lands. Another attempt .which was defeated would have prohibited motorcycles from riding two abreast, passing other vehicles, making lane changes, or occupying a lane with another vehicle. If your interest lies in your pocketbook, you may be interested in knowing that MORE obtained an amendment to exclude motorcycles and motor-driven cycles from paying an additional registration fee based upon compression ratio as foUows: 8.5/1 to 9.0/1 $50 9.0/1·to 9.5/1 $100 9.5/1 to 10.0/1 , $150 10.0/1 to 10.5/1 $200 10.5/1 to 11.0/1 $250 11.9/1 or more $300 I have printed a complete summary of all the new laws and their effect upon motorcycling. This summary also includes a statement of the proposals which were defeated.
