Maybe there's a race 150 miles out in the desert and he's just gone through the engine completely and he thinks it's ready. to go. But he'd like to check it out and make sure that he hasn't forgotten something or made some silly mistake. Nobody wants to drive that far and then fmd out that l~' neighborhood play areas are disappearing like smoke in a high wind. There are lots of reasons - noise, erosion, smoke, dust, insurance problems, you name it: One day everyone's riding at a spot, the next day everyone's got citations. It's getting so that a mini-bike is a damned poor investment for parents who don't want to take their kids all the way out to the desert. Parks like Saddleback, Huntington Beach and Indian Dunes are a partial answer, but they are all quite _ " .. 31 acres in size that has not been used for anything (officially) in many years. Motorcyclists have been using it on an ad hoc basis for the last couple of years. Like many' of its neighbors, Anaheim has some new, prohibitory legislation, the piece of hi.nd which the local people have been using is now closed. But with any luck it will be reopened as a cycle park called, (you should pardon the pun) Upson' Downs. This testing procedure is really hard on the old public image. Other riders solve the problem by trucking their bikes over to the neighborhood play area and terrorizing the kids on mini-bikes for a half hour. T he problem here is that those far out a;'d. since they are privately run, fairly expensive. For the most part the cities and, counties involved are apathetic. In: typical beaurocratic fashion, they respond to homeowners' complaints because they figure homeowners represent votes and dollars. Their response is typically some asinine law prohibiting the existence of motorcycles, and forbiding the non-e.xistent motorcycles to ride anywhere, forever. The city of Anaheim, Parks and Recreation Department, is attempting to be somewhat more creative. Down by the river, there is a parcel of land some PUMFREY '. park by city officials, and we're 'going to survey a few of them so that you, the reader, will know what's involved. Obviously, the frrst step was to assure everyone within miles that all the bikes would be mu ffled, and besides, the prevailing wind was such that noise would be carried out over the Riverside Freeway. Questions were asked about the safety of the park's potential users and bystanders. It was poin ted out that a lot of people would be using the area and accidents migh t result. To counter this, all trails in the park were made one-way and limited access was proposed. An observation tower is planned for each of the four area.
