Fred Machado, sanitation and equlpment SuPervisor for the city, listened to the comp1a1nts about the noise and reckless driving and be sympathiZed with the people. But since he Is a motorcyclist and bas sons who drive motorcycles, Machado also sympathiZed with the youngsters. "I wanted to do sometbtng to help both the adults and the kids and I suggested to Syd Kronenthal (Director at Parks and Recreation) that 11 we could form some ,form at motorcycle club for the kids, it might solve the problem," sald Machado. "He approved the Idea." Bulletins about the proposed club were posted at Culver City High School and 92 youngsters attended the first meeting on April 29. "We gave the kids questionnaires and asked what a motorcycle club should do for them," Macbado said. "The majority said the biggest problem was that they had no legal place where they could drive their desert motorcycles." (Desert motorcycles are not registered as a motor vehicle with the Department at Motor Vehicles and as such can be driven by youngsters at any'age, but not on the streets. More Restrictions SANTA ANA, CALIF., July 28,' 1970The Orange County Board at SuPervisors today passed an ordinance restricting the use of two- and four-wheeled vehicles on private lands. The restrictions are limited, however, to state that the "wrttten consent of all owners and OCCuPiers" must be in the operator's possession, "unless the owners of the property have posted the property permitting such lise." ' The ordinance also states, that "it sball be unlawful tor any person to operate a veb1cle ...to stlch a manner as Is reasonably likely to disturb the peace or quiet of any neighborhood or person by reason at noise, dust, smoke or fumes." "The Idea we tried to get across durthe meeting," the Supervisor exP1a1ned, "Is that government ottlc1als and clubs should 'get together and seek out such areas that can be used. It's the Idea of getting together so that we can find out how we can do it - not thlnktng that we can't." One area that SUpervisor Ph1lllps mentioned was the Cleveland National Forest, located between San Juan Capistrano and Lake Elsinore. "We have asked the County Counsel, our legal advisor, to get together with the city plsnnlng staffa to see what can be worked out. We are looking for avallable, inexpensive sights that would serve the situation. "We would also like to get clubs to pool their monies and the state would match It so that we canpurcbase, police, and re-vegltate these areas." He went on to add, "Don't get us wrong by assuming we're against motorcycles. Three of us on the Board ride on weekends. All we are attempting to do Is prepare the coUDty before the situation gets out of hand. I am very much aware that most at the use 10 the Panoche area was family type use. I am also aware that less wholesome substitutes may tempt the youngsters 11 they are' denied the prtvtlege at riding their vehicles, through a lack at suitable riding areas. This is one of the many ~s which made the decision to close the area to off-road veb1cles extremely dlff1cult.
