The rule of thumb these days seems to be the prob1b1tlng of cycllsts as much as possible. Riverside is no exception. Through friends in City Hall word went out that several ordinances were to be presented to the City Council for their approval. Here they are: Ord. A Prohibits the use of priVate property unless written consent is given by the owner and is carried on your, person. Ord. B Prohlbits cycle riding witb1n 2,000 feet of any residence with city streets, parking lots and similar pubUc facUlties being excepted. Ord. C Requires all bikes ridden withIn the city llmlts to adhere to state noise level standards for vehicles. C&H Kawasaki, K&N and Custom Suzuki spread the word and through ads and a lot of telepbone calls 150 to 200 enthusiasts turned out to make their voices heard. As usual the local newspapers account sperit more time expounding on the complalnts voiced by ten of the 15 people who were opposed to bikes. One man openly bragged of having "sbot the tires off Hell's Angels bikes." This is the category we were placed in. One other lady stated there were riders tearing uP and down by her bouse at two and three a.m. in the morntng. Others cited the cutting of fences, tearing down of No Trespass signs and destruction of landscaping. We as riders admitted some of these tb1ngs are happening, but it is a mlnority rather than a majority. Another factor that City Councilmen John Wentz pointed out is that many of the riders causing problems are reported coming trom other clties. They come to the area known as Canyon 'Crest and camp overnlgbt. Due to the large tuDout,' and to their credit, a lot of it was young, and the s1ncere way we presented ourselves we have been gtven a 45 daY reprieve to clean uP our own back yard. The CouncU has told the City Attorney however, to prepare an ord1nance banning cycllsts (mlnl-bikes 1ncluded) from riding on private property without the owners written permission. The law would also require strict enforcement of state noise level standards for the vehicles. Councilmen SOtelo, who owns five bikes, said he would push for the distance factor. The law goes into effect Jnly 7th uoless cycllsts can blunt the complalnts of noise and property damage trom city residents and praperty owners. We have a long way to go and a lot of helP w1ll bave to come from those riders who Uve in aIber cities and come to Riverside to ride. We ask your help and your coaperation. We ~ be watcb1ng and we w1ll call you down if we see abuses. A committee is being formed and a pubUc meeting wlll be held at City Hall to put forth a plan of action. We have a partial victory. We have been given lbe chance to pollee ourselves and the COIDlell is aware that we do need a spectflc area that is solely for our use. After several calls placed In behalf of the Mayor word came back that they were most welcome. The Mayor quipped, "I guess you don't know the rtgbt people."
