They not only failed to verify much of the information, but blended all the pieces into one big hodge-podge that has left everyone up in the air. And we, the moterv : cyclists, are not wlthout sin, either. We also have rabble-rousers in our midst! 1 certainly am not advocating that we sit idly by•••but let's react rationally; examine the problem; and respond effectively. THE PROBLEM . 1. The USFS announced the closure of selected areas to vehicles in several of the National Forests. 2. The USFS also announced the establishing of vehicle control areaS ' in several of the National Forests. 3. The BLM announced the results of a year-long study. Summarized, they conelude that vehicle use of BLM-controlled land w1ll fall into one of three categories: A. No vehicles allowed. B. Vehicle use limited to specific trails, roads, and areas. ' C. Unlimited vehicle used, subject only to common courtesy. 4. Mr. J.R. Penney, State Director of the BLM, issued a statement that lands falling in category 3.B. (above) might be temporarily closed until sufficient money and manpower can be made available for , the enforcement of vehicle controls. 5. The BLM closed the Panoche Hllls riding area near Fresno. According to the BLM, this is the only BLM-controlled area in California which has been closed at this time. 6. Four separate BUls were introduced in the State Legislature involving trespass and restricted use of state-controlled public lands by off-the-road vehicles. 7. Several' cities and counties have reacted to 'nuisance complaints' by tightening controls against trespass upon private lands and property • 8. At least one county has submitted a resolution to the State Dept of Parks and Recreation asking for a ban prohibiting off-the-road vehicles in a state park. 9. State parks are charging a $1 per day fee for motorcycles entering the park, even though they are never unloaded from the transporting vehicle.
