ARIZONANS OBJECT TO STATE CYCLE LAWS ~ Ernie Flores, ;Jr. Objectloos aga1nst prov1sioas of ArI- zona Senate Bill No. 11 is mounting 1D spite ~ the fact that 15 now a law and will take effec t January 1 next year. The objections are 1D the form ~ ci r culars being distributed around aslc1ng for signatures against the law as well as columns and wrile-ups In differ ent publi cations In the state. One ci rcular found In practically all the cycle shops In Phoenix says In part that the law requ1r1ng "safetyapproved" crasb belmet for driver and passengers and a 15- incb bandleblLr height Is " a direct violation of freedom of cbolce." "Today they force you to wear a helmet; tomorrow, they may for ce you to give up r iding altogether. Are you going to stand for that? Next thing you know, they will force all occupants of sport cars, convertibles and ' s oft top' autos to wear crash helmets" , the circular said. The circular Is tacked on the walls of cycle shops and beside It is a petition with several spaces for signatures. It 15 claimed that h u nd r e d s have already signed petitions and the proponents are optimistic they may yet stop operation of the law. Writers In many areas of the state have also mounted a blLrrage against the new cycle law. One of the most outspoken and articulate Is the Rev. Paul D. Urbano, r ec tor of All Saints' Episcopal Church In Phoenix, hi mself a motorcycle enthusiast. _ In a column he wrote for the ArIzona Republic, he said he is In favor of licensing cycle operators after being tested of their pr~clency In band1Ing the vehicle. ThIs, be said, will eli minate untrained and irresponsible cyclists on the roads. However, he objected to the provisions requiring band raI1s for passengers and the compulsory use of helmets. •.Persooally, I consider the time-honored custom of passenger's putting their arms around the waist of the driver much safer and mucb more fun for a young man dr iving his girl," be said. On belmets, which he · considers the most objec tionable, he has this to say: " That they must bi! worn at all times when r iding makes r iding In this part of the country nearly impossible during the hot months. Indeed, cons idering the sweat that rolls down Into the eyes, a helmet In s ummer here can beco me a pos itive liability," he said. "Hel mets must also be wor n by passengers . ThIs means that If I am going down the s treet and encounter a friend who needs a ride, I must forwi th supply him with a helm et. Where am I s upposed to keep It? In the gas tank," he added . " It would be very hard todemonstrate that the law governing helmets Is anything but a law designed to protect the cyclist from hims elf. And I am s ure our overworked pollee can find better employment In these lawless times than issuing ci tations to motorcyclists who have committed no crime beyond cooling their own heads", he concluded . ThIs Is not the first time that objec tions to the new cycle law have been voiced. The hearings before the State House and Senate highways and transportation committees In the early part of this year wer e marked with heated ve r bal clashes between pro-cycle law and anticyc le law gr oups .
